According to the Ministry of Water Resources' water conservancy and hydropower technical standard formulation and revision plan, the "Embankment Engineering Construction Specification" compiled and completed by the Ministry of Water Resources Construction and Management Department and the Ministry of Water Resources Zhunhe Water Conservancy Committee as the main editing unit has been reviewed and approved as a water conservancy industry standard and has been released. The name and number of the standard are:
SL260-98 "Embankment Engineering Construction Specification". The original SL51-93 "Embankment Engineering Technical Specification" is abolished at the same time.
This standard shall be implemented from November 1, 1998. During the implementation process, all units should pay attention to summarizing experience. If there are any problems, please inform the Ministry of Water Resources Construction and Management Department. The Ministry of Water Resources Construction and Management Department is responsible for interpreting this specification. "Embankment Engineering Construction Specifications" was included in the Ministry of Water Resources' water conservancy and hydropower technical standards revision plan in the early 1990s, and it was clearly stated that the Ministry of Water Resources' Zhunhe Water Conservancy Commission was the main editor to organize the compilation. In order to meet the urgent need for a large number of new and expanded embankment projects at that time, the Ministry of Water Resources' Science and Technology Education Department issued the "Notice on the Preparation of the Industry Standard "Embankment Engineering Technical Specifications" in the document No. Science and Education Standard [1992127], which clearly stated that the Yellow River Water Conservancy Commission and Zhunhe Water Conservancy Commission of the Ministry of Water Resources were the main editors, and the content of the specification was tentatively set as the design and construction of rolled earth embankment projects. On April 10, 1993, the Ministry of Water Resources issued SL51-93 "Embankment Engineering Technical Specifications" as an industry standard in the document No. Shuijian [1993] 207, and it was implemented on July 1 of the same year.
From April 22 to 23, 1995, the Construction Department of the Ministry of Water Resources hosted a review meeting for the compilation of the "Technical Standards for Construction of Embankments", and issued the "Notice on Organizing the Compilation of the "Technical Standards for Construction of Embankments"" in the Ministry of Water Resources Construction Technology [1995] No. 15 document. The standard compilation team conducted extensive and in-depth investigations and studies on the basis of the work done, and carefully summarized the experience of construction technologies such as rolled earth embankments, dredgers and silt release embankments, stone (wall) embankments, and concrete walls (embankments) since the founding of the People's Republic of China, especially in recent years; retrieved and translated some foreign embankment construction materials, and conducted special research on some issues in embankment construction. From September 23 to 25, 1998, the Construction and Management Department of the Ministry of Water Resources hosted a review meeting for the "Embankment Construction Standards" (draft for review) in Bengbu City, Anhui Province. The main technical contents of the approved "Embankment Construction Specifications" include: general principles, construction preparation, flood control and diversion, embankment materials, embankment foundation construction, embankment filling and masonry, protection project construction, management facility construction, reinforcement and expansion, quality control and project acceptance, a total of eleven chapters.

Article Explanation
1.0.1 This specification is formulated to meet the needs of embankment construction, standardize construction procedures and construction techniques, ensure the construction quality of the project, leave no hidden dangers, and make the constructed embankment project meet the design standards and have the ability to resist corresponding floods. 1.0.2 This specification is applicable to the construction of 1, 2, and 3 level embankment projects; the construction of 4 and 5 level embankment projects should be implemented as a reference.
1.0.3 Embankment projects must be constructed according to the approved design documents, and major design changes should be reported to the original approval unit for approval.
1.0.4 The construction of embankment projects should actively promote the project legal person responsibility system, bidding system, and construction supervision system.
1.0.5 The construction of embankment projects should actively adopt new technologies, new materials, new processes, and new equipment that have been identified by provincial and ministerial levels and proven to be effective in practice. 1.0.6 The construction unit should strengthen construction management, ensure construction quality, pay attention to construction safety, and do a good job in construction environment and cultural relics protection. 1.0.7 The embankment project should be inspected and accepted in a timely manner, and soil and water conservation and land cultivation should be done seriously.
1.0.8 In addition to complying with the provisions of this code, the construction of embankment projects should also comply with the provisions of the relevant current national standards.
2 Construction preparation
2.1 General provisions
2.1.1 Before starting construction, the construction unit should conduct an in-depth study of the contract or design documents, and should prepare a construction design in combination with the specific conditions of the construction. The construction of 1 and 2 level embankment projects can be compiled in sections (or items), and multi-year projects should also be compiled annually. 2.1.2 Before starting construction, various technical preparations should be made, and preparations for "four connections and one leveling", temporary construction projects, various equipment and instruments should be made. 2.1.3 The earth-taking area and the abandoned earth-pile site should occupy less arable land, not hinder flood discharge and drainage, and do a good job of on-site survey.
2.1.4. The construction plan should be reasonably arranged according to hydrological and meteorological data. 2.2 Surveying and setting out
2.2.1 The baseline of the embankment project relative to the adjacent basic control point has a plane position error of ±30mm~±50mm and an elevation error of ±30mm. 2.2.2.2.3 The permanent markers and markers of the dike baseline must be firmly buried and protected during construction. They must be inspected and maintained in a timely manner, and checked and corrected regularly. 2.2.4 When staking out the dike body, the settlement of the dike foundation and dike body should be reserved according to the design requirements. 2.3 Material yard inspection
2.3.1 Before starting construction, the construction unit shall conduct on-site inspection of the material yard, the contents of which are as follows: 1. The location of the material yard, the excavation scope and mining conditions, and estimate the thickness and reserves of exploitable soil materials;
2. Understand the hydrogeological conditions of the material yard and the situation of the influence of water level changes during material mining;
3. Survey the soil quality and natural water content of the material yard; 4. Make a simple identification of the soil quality of the material yard according to the design requirements, and make a preliminary assessment of the suitability of the embankment soil materials. The simple identification method is shown in Appendix A; 5. Check the characteristics of the soil materials, collect representative soil samples and conduct tests on particle composition, liquid and plastic limits and compaction of clay soil, and relative density of sandy soil according to the requirements of GBJ123--88 "Standard for Geotechnical Test Methods".
2.3.2 The exploitable reserves of soil materials in the material yard should be greater than 1.5 times the amount required for filling. 2.3.3 The soil excavation area shall be demarcated and marked according to the requirements of the design documents. It is strictly forbidden to excavate soil within the protection range specified in the design on both sides of the embankment. 2.4 Preparation of machinery, equipment and materials
2.4.1 The models, specifications and technical performance of construction machinery, construction tools, equipment and materials shall be reasonably arranged and deployed according to the progress and intensity of the project construction. 2.4.2 Ancillary enterprises and facilities such as maintenance and prefabricated parts processing shall be arranged in time according to the required scale.
Materials should be organized to enter the site in time according to the progress of the project construction, and the quality of raw materials and semi-finished products shall be inspected in advance.
