According to the arrangement of our Ministry's (84)Chengkezi No. 15 document, Gansu, Shanxi, Jiangsu Provincial Construction Engineering Corporation, Hubei Provincial Industrial Construction Engineering Corporation and other units are responsible for revising the "Safety Operation Regulations for Construction Machinery" (Jianggui 2-60) issued by the former Ministry of Construction in 1961, and renamed it "Safety Technical Regulations for the Use of Construction Machinery". After review, it is now approved as a ministry standard, numbered JGJ33-86, and will be implemented from October 1, 1987.
If any localities have any questions or opinions during implementation, please inform Gansu Provincial Construction Engineering Corporation in writing.

Chapter 1 General
Article 1.0.1 This regulation applies to the use of machinery and power equipment of construction and installation enterprises and their affiliated industrial production and maintenance units. The use of mechanical equipment with special requirements and not included in this regulation shall be carried out in accordance with the provisions of the original manufacturer's manual. Equipment management departments and safety management departments at all levels may also formulate additional safety use clauses.
Article 1.0.2 Mechanical equipment shall be used correctly according to the requirements of its technical performance. Mechanical equipment that lacks safety devices or has failed safety devices shall not be used. Article 1.0.3 It is strictly forbidden to remove safety devices such as automatic control mechanisms, torque limiters, and automatic alarm and signal devices such as monitoring, indication, instruments, and alarms on mechanical equipment. Its debugging and troubleshooting shall be carried out by professionals.
Article 1.0.4 Newly purchased mechanical equipment or mechanical equipment that has been reinstalled after overhaul, modification, and disassembly must be tested and tested in accordance with the requirements of the original manufacturer's manual and the provisions of the "Technical Test Regulations for Construction Machinery". Construction management and operation personnel must be familiar with and strictly implement this regulation. Machinery management departments and safety departments at all levels have the responsibility to inspect and supervise the implementation of this regulation. Article 1.0.9 Operators of mechanical equipment must be in good health and pass professional training and examinations. They can only operate independently after obtaining an operator's license or driver's license, boiler operator's license, and special type of operation license issued by the relevant departments. Trainees must operate under the guidance of a master.
Article 1.0.10 Operators have the right to refuse to execute any order that violates this regulation. If an accident is caused by the person who issues the order to operate the machine in violation of regulations, the person who issues the order shall be held responsible, even criminally liable. Article 1.0.11 When the machine is operating, the operator shall not leave the work station without authorization or hand over the machine to the operator who does not operate the machine. It is strictly forbidden for unrelated personnel to enter the operation area and the operation room. When working, the mind must be concentrated, and it is strictly forbidden to operate after drinking. Article 1.0.12 The machine operator and the cooperating operator must wear labor protection articles as required, and long hair must not be exposed. Safety belts must be worn for high-altitude operations, and hard-soled shoes and slippers must not be worn. It is strictly forbidden to throw objects from heights. Operating Conditions
Article 2.1.1 The internal combustion engine and motor parts of the air compressor shall comply with the relevant provisions of Section 3 of this chapter and Section 5 of Chapter 3. Article 2.1.2 Fixed air compressors must be installed steadily and firmly, and the foundation must comply with regulations. After the mobile air compressor is parked, it should be kept horizontal and the tires should be wedged tight.
Article 2.1.3 The working environment of the air compressor should be kept clean and dry. The purchased gas tank must be placed in a well-ventilated place, and welding or hot processing operations shall not be carried out within a radius of 15m.
