Foreword
With the development of the gas industry and the wide application of gas burning appliances, especially the gradual popularization of gas water heaters, safety accidents and personal accidents also occur from time to time, causing great harm to people's lives and property. It caused some losses and attracted the attention of the majority of users. In order to prevent and reduce the occurrence of accidents, it is necessary to formulate this standard and carry out standardized management from production, sales, installation, use, maintenance, scrapping and accident handling.
This standard refers to Japanese, Russian and other national standards, such as: FOCT19910-1994 "Household Gas Instant Water Heater" standard, and also absorbs and adopts GB6932-1994 "Household Gas Instant Water Heater", GB16410-1996 "Household Gas Cooker" ", GB16914-1997 "General Safety Technical Principles for Gas Burning Appliances", GB50028-1993 "Urban Gas Design Code" and other standards have some provisions. Appendix A, Appendix B, Appendix C and Appendix D of this standard are all appendices of the standard. This standard is proposed by the Ministry of Construction of the People's Republic of China. 3.1 Urban gas city gas, Town gas refers to gas that meets the standard gas quality requirements and is supplied to residents, businesses (public buildings) and industrial enterprises for public use as fuel. Town gas generally includes natural gas, liquefied petroleum gas and artificial gas. 3.2 Household gas burning appliances. Domestic gas-burning appliances for urban residents use household gas instant water heaters, household gas stoves, etc. 4 Production, type inspection and sales of burning appliances
4.1 Production management of gas water heaters

4.2 Type inspection
4.2.1 The state-authorized burning appliance testing center (station) should have burning appliances. Type inspection capabilities and type inspection equipment should be complete. 4.2.2 The manufacturer of burning appliances should submit an application for product type inspection to the state-authorized burning appliance testing center (station), and the products must go through the type inspection bench
4.2. 3. When a burning appliance manufacturer provides a prototype for type inspection of a burning appliance, it should also provide product photos, product structure and action schematic diagrams, and a registration list of relevant component materials and structural types. 4.2.4 Nationally authorized burning appliance testing center (station). The type inspection report and certificate of burning appliances shall be issued to the submitter in accordance with the standards for type inspection of burning appliances. 4.2.6 The type inspection report and certificate of burning appliances shall be valid for 5 years. The type inspection shall be carried out again when the fuel is in the following circumstances; a) The product is transferred. Factory production, trial production, finalization, and appraisal; b) After formal production, if there are major changes in structure, materials, and processes that may affect product performance; c) When the product resumes production after one year of suspension; d) The factory inspection results are the same as the last time When there are large differences in type inspection; e) When the national quality supervision agency proposes type inspection requirements. 4.3 Sales of burning appliances
4.3.1 Sellers of burning appliances should sell gas water heaters with production licenses and burning appliances that have passed type inspection and have type inspection certificates.
4.3.2 Producers of burning appliances should accept product supervision and sampling inspections proposed by national and provincial (municipal) quality and technical supervision departments; product supervision and sampling inspections should mainly test the safety performance of burning appliance products.
4.3.3 When burning appliances are sold, the inspection agency designated by the local quality and technical supervision department should conduct a gas suitability inspection on the artificial gas burning appliances. The suitability inspection only tests the combustion conditions of the burning appliances. 4.3.4 After passing the inspection, the local gas authority shall publish the catalog of qualified burning appliances to the public on a regular basis. 4.3.5 Inspection departments at all levels of burning appliances shall be responsible for the authenticity and accuracy of the inspection reports produced; if the manufacturer of burning appliances has any doubts about the inspection results, he may apply for a reply to the higher-level inspection agency within fifteen days of receiving the inspection report. Inspection 4.3.6 Burning appliances that are specially exported or used only for testing are not subject to the above restrictions; however, exported products must undergo type inspection in accordance with regulations when sold domestically.
5 Installation and acceptance of burning appliances
5.1 Users must apply to the local gas supply company to use burning appliances, and they can only be used after approval. Users are not allowed to install or remove burning appliances without approval.
5.2 Gas supply enterprises are responsible for the management of gas users, establishing user files, formulating user safety regulations, responsible for user safety education, and popularizing gas knowledge
5.3 Supervision and management of the installation and use of burning appliances This is the responsibility of the local gas authority. 5.4 The installation and modification of burning appliances must be carried out by personnel who have received professional training and have obtained the qualification review of the local gas authority. After the burning appliance is installed, the supervisory personnel of the installation unit shall inspect, register and issue an installation qualification mark, which shall be affixed to a visible part of the casing of the burning appliance. When installing burning appliances, attention should be paid to the smoke exhaust and ventilation of the burning appliances to ensure their safe use. 5.5 The gas supply enterprise shall organize the inspection and acceptance of the installed and modified burning appliances in accordance with the relevant standards and specifications of the gas appliances. Only after they are qualified and registered can they be used for gas use.
5.6 The installation, supervision, and maintenance personnel of burning appliances must bring valid certificates to work and ensure the quality of installation and modification. After installation and modification, the debugging must be qualified, and the acceptance personnel shall conduct on-site acceptance, and the user shall sign the acceptance form. 6 Use, maintenance, repair and disposal of burning appliances 6.1 To ensure the safe use of burning appliances, gas management departments, gas supply companies and burning appliance manufacturers should publicize safe use regulations to users and operate in strict accordance with the product instruction manual.
6.2 When users of burning appliances choose imported burning appliances from abroad, they should submit them to the quality inspection department for inspection. 6.3 The manufacturer of burning appliances should set up a maintenance station at the place of sale or entrust a local gas supply company to be responsible for the after-sales service and maintenance of burning appliances. The manufacturer of burning appliances should provide the spare parts needed for maintenance. 6.4 When using burning appliances, users should always pay attention to the usage conditions. If any abnormalities are found, they should immediately ask the maintenance unit to repair them. The maintenance sites of burning appliances and 80-4

gas supply companies should accept the user's entrustment to conduct safety inspections of burning appliances and conduct inspection registration. For problematic burning appliances, written maintenance opinions should be submitted and filed for registration. The inspection contents are as follows: a) function of each operating component;
b) flame stability when the burner is burning,

d) Flue sealing and suction force:
e) Whether the flue and the supply and exhaust pipes are blocked; whether the supply and exhaust systems are smooth; f) Clean or Replace wearing parts.
6.5 Disposal of burning appliances
6.5.1 From the date of sale, the scrapping period for gas water heaters shall be 6 years, and for liquefied petroleum gas and natural gas water heaters shall be 8 years. The scrapping period for gas stoves shall be 8 years. 6.5.2 After overhaul, if any of the following faults still occur in the gas water heater, it shall be scrapped; a) The combustion condition is seriously deteriorated, and the carbon monoxide content in the flue gas still does not meet the requirements of 7.5 after overhaul; b) The combustion chamber and heat exchanger are seriously burned and the flame is exposed; c) Water leakage and gas leakage.
7 Accident handling
7.1 When an accident occurs to the user of the gas appliance, the gas source shall be cut off immediately, the doors and windows shall be opened for ventilation, and the injured shall be carried to a well-ventilated place for emergency treatment or sent to the hospital immediately for treatment.
7.2 The first witness shall protect the scene and immediately notify the relevant departments to survey the scene and seal the gas appliance. 7.3 The accident handling shall be conducted by the gas competent department in conjunction with the public security, fire protection, labor and other relevant departments to form an accident investigation team to investigate and handle the accident. 7.4 When handling a gas appliance accident, the accident investigation team shall entrust the relevant departments to make four technical appraisal certificates for the accident according to the relevant standards and regulations of the gas appliance (see Appendix A, Appendix B, Appendix C, Appendix D): a) Gas appliance installation and smoke exhaust; b) Gas appliance use and maintenance; c) Gas and supply quality; d) Gas appliance quality. 7.5 When re-inspecting the accident gas appliance, the re-inspection unit shall remove foreign matter from the accident gas appliance and conduct inspections according to different accident types: a) Carbon dioxide poisoning accident: 1) Gas tightness of the gas appliance; 2) Flame stability (limit gas); 3) Carbon dioxide content in the flue gas (0-2 gas). Gas appliances sold within one year should comply with the provisions of GB6932; gas appliances sold for more than one year, direct-discharge gas water heaters should be less than 0.14%, flue-type and balanced gas water heaters should be less than 0.28%, and gas stoves should be less than 0.14%.
b) Accidents caused by gas leakage:
1) Air tightness of gas pipelines and gas appliances;
2) The gas inlet of the gas appliance should have a leakage of less than 0.07L/h under an air pressure of 4.2kPa. 7.6 Units and personnel who install, modify, or repair without obtaining the qualification certification of the local gas authority shall be held criminally liable by the judicial authorities for accidents caused by installation, modification, or repair, if the circumstances are serious enough to constitute a crime; if it does not constitute a crime, they shall be punished in accordance with the provisions of relevant laws and regulations.
7. If a violation of the regulations causes casualties, the responsible party shall compensate the victim's medical expenses, income lost due to work stoppage, living allowance for the disabled, funeral expenses, pensions, necessary living expenses for the deceased's dependents during his lifetime, and direct property losses. 805
