Guidelines for the evaluation of raw material conservation in industrial enterprises
This standard specifies the evaluation indicators and requirements, evaluation procedures and calculation methods for the conservation of raw materials in industrial enterprises. This standard applies to the evaluation of the conservation of raw materials in industrial enterprises. 2 Normative references

The following terms and definitions apply to this document. 3.1
Saving of raw materialsaving of raw materialThrough strengthening management and taking technologically advanced, feasible and economically reasonable measures, the consumption of raw materials can be reduced in various links such as raw material production, use, circulation, recycling and reuse.
Consuinption of raw material for unit output of productThe amount of a certain raw material consumed in producing a unit of qualified product. 3.3
Consumption of raw material for unit output value of productThe amount of a certain raw material consumed in a unit of output value of a certain product. 3.4
Utilization rate of raw material
The ratio of the amount of a certain raw material contained in a qualified product to the amount of that raw material invested in the production of the product. 3.5
Savings of raw materials per unit product
The difference between the consumption of a certain raw material per unit product during the statistical period and the reference period. 3.6
Recycling rate of waste product The percentage of the amount of waste materials and waste products recycled during the statistical period to the total amount of waste materials and waste products generated. 4 Evaluation indicators and requirements
Management evaluation requirements
4.1.1 A management system for saving raw materials should be established, and the management responsibilities and personnel should be specified. Raw material saving goals and plans should be formulated and implemented, and the planning, statistics, accounting, and saving performance assessment of raw material consumption should be carried out. 4.1.2 Formulate a complete publicity and training plan for saving raw materials, carry out publicity and education on saving raw materials and training for all employees on saving materials. 4.1.3 According to the actual production, formulate the management methods and precedents of saving raw materials of the enterprise, reasonable raw material consumption quota, original records of raw material consumption, and complete statistical reports in accordance with the specifications. 4.1.4 The equipment rate of measuring instruments shall comply with relevant national regulations, and material balance inspection and analysis shall be carried out regularly. 4.1.5 Use advanced optimization technology and design to save raw materials. 4.1.6 The raw material storage and transportation links shall meet the protection requirements to reduce the loss of raw materials. 4.1.7 The generated waste and waste products shall be recycled and reused to improve the recycling rate. 4.1.8 Under the condition of meeting the product quality and use function, strengthen the reasonable substitution of raw materials. 4.2

5.1 Establish an expert review team to be responsible for carrying out the evaluation of the saving of raw materials by enterprises. GB/T 29115—2012

5.2 Industrial enterprises shall evaluate the saving of raw materials by industry, and the industry classification of industrial enterprises shall be based on GB/T1751. 5.3 Refer to Table A.【 and Table A.2 in Appendix A, and determine the main raw materials, evaluation indicators and advanced value requirements based on the characteristics of the industry and region where the enterprise is located.
5.4 Check the report documents, statistical reports, and original records; according to the actual situation, carry out field investigations, sampling surveys, etc. to ensure that the data is complete and correct.
5.5 Analyze the data and evaluate whether the enterprise meets the following requirements: 3

5.6 Conduct a comprehensive review of whether the enterprise meets the evaluation indicators and requirements.
