Rules for safety and technical assessment of drillers in the petroleum and natural gas industry standard of the People's Republic of China

This standard specifies the basic conditions, contents and methods for safety technical training and assessment of drillers. This standard applies to the safety technical training and assessment of drillers engaged in onshore oil and gas drilling, well repair, oil testing and downstream operations. The safety technical training and assessment of drillers engaged in offshore oil and gas drilling, well repair, oil testing and downstream operations, as well as water source drilling and geological exploration can also be implemented as a reference.
2 Driller Conditions
Drillers should meet the following conditions
1) Male citizens aged 20 or above;
b) Have a high school education or equivalent; c) Be in good health, with a height of not less than 1.6m, a naked visual acuity of both eyes above 5.0, no color blindness, night blindness, hearing impairment, vertigo and sudden fainting, and no physiological defects that hinder the work of this position; d) Have more than one year of practical experience as an assistant driller and master the driller position The necessary safety and technical knowledge for the operation, and a certain degree of organizational ability:
e) According to this standard, pass the training: obtain the "Driller Safety Operation Certificate". 3 Training
Drillers should be trained in safety technology theory and practical operation. 3.1 Safety technology theory training
3.1.1 The training method can be

c) Unit training designated by the issuing department.
3.1.2 The training materials should be recommended by the safety department of China National Petroleum Corporation or designated by the issuing department. 3.1.3 The training time should not be less than 120 hours. 3.2 Practical operation training
3.2.1 Those who pass the safety technology theory training examination can be issued: Driller Safety Learning Certificate" (basic style is determined by each oil company), and practical operation training can be carried out.
3.2.2 Training methods can be:
) Set up special drilling rigs (well repair rigs, well dredging rigs) for centralized training; b) Sign a master-apprentice contract training at grassroots units. 3.2.3 The training period shall not be less than 6 months.
4 Assessment
4.1 Organization of driller assessment
China National Petroleum Corporation entrusts the safety and enterprise departments of various oil companies to organize and conduct it. Approved by China National Petroleum Corporation on July 13, 1995 and implemented on December 20, 1995

4.3.1 It is advisable to use commonly used drilling rigs (repair parallel rigs, parallel rigs) for the test. The test items include: a) patrol inspection;

The driller's safety technology theory and practical operation examinations are both based on a 100-point system, with a pass score of 60 points. 5 Issuance of certificates
5.1 Only those who pass the practical operation examination can be issued with a "Driller Safety Operation Certificate". 5.2 The issuance of certificates is entrusted by the China National Petroleum Corporation to the safety departments of various oil companies. 5.3 The content and format of the "Driller Safety Operation Certificate" are shown in Appendix C (Appendix to the standard). 5.4 During the period of holding the certificate, if a driller has a responsible accident, the driller shall be suspended for three months or six months, depending on the severity of the case, until the "Driller Safety Operation Certificate" is revoked.
6 Review
6.1 The driller who has obtained the driller's safety operation certificate shall be reviewed by the issuing department or its designated unit. 6.2 Review is conducted every two years:

c) Inspection of illegal operation and accidents
6.4 Those who fail the safety technology theory review examination should retake the reexamination within two months. 57201995
Those who still fail the re-examination or fail the re-examination will have their "Driller Safety Operation Certificate" confiscated. 6.5 Drillers who have no illegal operations and no serious accidents in the two years before the re-examination can be exempted from the test for consecutive days after review by their units and approval by the issuing department
