4.1 Complete set of electromechanical equipment projects
A series of activities carried out after providing complete sets of electromechanical equipment within the specified completion date in accordance with the specified quality, cost and time requirements. In order to provide advanced and applicable complete sets of equipment, it is necessary to organize various subcontractors and contractors to carry out complete set design, complete set manufacturing, complete set supply and complete set services to ensure the best combination of complete set equipment systems. The following "complete set of electromechanical equipment projects" are referred to as "complete set projects". 4.2 Complete set project quality
The quality of a complete set project is the sum of the characteristics and features that reflect the ability of a complete set project to meet explicit or implicit needs. It is necessary to consider the various needs explicitly or implicitly put forward by the user. The quality requirements of a complete set project are mainly reflected in two aspects: one is the quality requirements of a single machine; the other is the complete set and system requirements of a complete set project. 4.3 Quality Management of Complete Projects
4.3.1 Concept of Quality Management of Complete Projects

Quality management of complete projects usually refers to the quality planning, quality control and quality management of complete projects in the whole process of project implementation, so as to ensure that the quality of complete projects can meet the specified requirements. The whole activities of all management functions to ensure its realization. It aims to ensure that the required quality level of the complete set project is achieved. A series of quality control and quality assurance activities are taken at each stage of the project implementation process to improve the work quality at each stage, so as to finally obtain the expected quality level of the complete set project. 4.3.2 The quality cycle of the complete set project

4.3.3 Quality control of complete set project

The quality control of complete set project is the operating technology and activities taken to meet the quality requirements of the sensing project. Its purpose is to promptly discover problems in the implementation of each stage of the project quality cycle and eliminate them so that the entire process can be under control. The characteristic of complete set project quality control is to ensure the complete set level and quality of the equipment as a whole. Generally speaking, it consists of two aspects of control: one is the control of the quality plate of the single equipment (or small system); the other is the control of the quality of the complete set of equipment. The former is controlled by reviewing, confirming, design reviewing the quality manual of the contractor, and supervising and inspecting the supervision points and A and B inspections (see Article 5.6.5.4). The latter is controlled by reviewing the complete set design of the equipment, formulating the general specification of the complete set of system equipment, compiling a comprehensive schedule, and a production technology organization measure plan. The quality control of the complete set project is usually an organic whole composed of the above two complementary and indispensable parts, and runs through the entire process of the complete set project quality cycle.
5 Quality control of the whole process of the project
5.1 General
The quality cycle of the project should be determined according to the characteristics of the actual complete set of projects and the work needs, and the quality activities that should be carried out at each stage of the quality cycle should be clarified. By implementing the quality responsibilities, the whole process of the project is under control to ensure that the quality of the completed project can meet the needs of users. 5.2 Bidding
5.2.1 Overview
The bidding process is also the process for the contractor to preliminarily determine the quality control plan for the complete set of projects. The quality control of the preparation of various bidding documents is directly related to the winning rate and economic benefits. Therefore, it should be fully studied after obtaining the bidding information. After deciding to bid, carefully prepare the bidding documents according to the requirements of the bidding project.
The contractor should formulate and implement the procedures for pre-bid review, preparation of bidding documents and their approval. To ensure: a. 5.2.2 Review of contracting conditions
5.2.2.1 Review of entrustment conditions

5.2.3.1.Organization

The manager should appoint a project leader (such as a project manager or quotation manager) to preside over the bidding work. The candidate should have considerable qualifications and experience in design or project management of similar instruments.
According to the scale of the project, a corresponding bidding working group shall be established, which shall be composed of professionals familiar with the equipment composition, design, process, domestic and foreign equipment level, the situation of the contracting unit, finance, etc. of the project, so as to conduct a comprehensive analysis of the project. 5.2.3.2 Work content
First, the bidding working group shall study the bidding documents, collect the information required for the bid preparation, conduct necessary market surveys or on-site inspections, participate in the pre-bid meeting held by the bidding unit, clarify some issues in the bidding documents, and further understand the intention of the client. Finally, on this basis, the subcontractor and the main contracting unit shall be preliminarily determined, the interface of each unit shall be clarified, and the relevant parties shall be organized to prepare the implementation plan and quality control plan of the complete set of projects, form a formal bidding document, and participate in the bid opening meeting. 5.2.4 Bidding Documents
5.2.4.1 The bidding documents for complete sets of projects shall generally consist of three parts: commercial legal documents, technical documents and price documents, which can be prepared according to the standard format text and the requirements of the tender documents.
5.2.4.2 Under the leadership of the project leader, the bidding working group shall prepare the bidding documents based on the information provided by each professional department. 5.2.4.3 The information provided by each professional department shall be approved by the authorized personnel of the corresponding department. 5.2.4.5 The bidding documents shall be countersigned by the authorized personnel of the relevant departments after evaluation. Major projects and foreign-related projects with large investments shall also be submitted to the leaders of the contractor for approval.
5.3 Contract Control
5.3.1 Overview
The contract is a formal document in which the user entrusts the contractor to undertake the task of a complete set of projects. The rights and obligations of both the supply and demand parties are clearly stipulated in the contract. After signing, it is legally binding on both parties and must be strictly enforced. It cannot be unilaterally changed or cancelled, otherwise the defaulting party will bear corresponding economic responsibilities. Therefore, the quality of the work in the contract signing process and the quality of the contract text are crucial. The contractor should strengthen the control of the contract signing process and formulate and implement the procedures for contract negotiation, review, signing and management. 5.3.2 Contract Negotiation
5.3.2.1 Negotiation Preparation
The project leader should organize relevant personnel to conduct project analysis, clarify the needs of users and project requirements through analysis, find out whether their own technical capabilities and manufacturing schedule can meet the requirements of project technology and delivery schedule, and formulate issues that need to be further explained by users in technical and commercial negotiations. Based on the analysis, determine the contracting method and price, and provide users with a control plan to ensure project quality. Make appropriate preparations for the negotiation goals, the minimum acceptance conditions of various terms, possible problems and countermeasures. Prepare the required documents, materials, and contract texts. The main negotiator should study the background materials, familiarize himself with the relevant documents, and seek legal advice. 5.3.2.2 Negotiation Content and Requirements
The negotiation content is mainly drafted, generally including two aspects: technical negotiation and commercial negotiation. In technical negotiations, according to the different contracted projects, the following contents may be considered to be agreed upon and documented as an annex to the contract: a. Design task book, which specifies the performance, level, specifications and other requirements of the complete set of equipment; 4. Contracting specification, supply content, responsibilities of the parties concerned, handover points of non-standard equipment and random spare parts; content, time, method of providing information and responsibilities of the parties concerned; requirements for delivery date, delivery status and delivery method; standards and requirements for equipment manufacturing quality, coating, packaging, etc.; standards, inspection content, time and requirements for quality inspection; content and requirements for unpacking inspection after delivery; content and requirements for technical services; list of accessories to be provided for re-export; list of special tools and measuring tools required for equipment processing to be provided for re-export; k. Arrangement plan for personnel training and guidance experts: Generally, business negotiations should negotiate and reach an agreement on price, payment terms and methods, settlement methods, liability for breach of contract, reward and penalty clauses, arbitration and other issues.
5.3.3 Contract Review
5.3.3.1 Contract Review Procedure
After reaching an agreement through negotiation and signing a draft contract, the person in charge of signing the contract shall organize relevant departments to review the various terms of the contract
After the departments and professionals participating in the contract review have fully expressed their opinions and discussed, the presiding reviewer shall make a conclusion and form a document, which shall be submitted to the unit leader for approval as the basis for continuing negotiations and formally signing the contract. 5.3.3.2 Requirements for Contract Review
The contractor shall review each contract to ensure: a. Conduct a comprehensive analysis of the tasks, intentions and quality assurance requirements entrusted by the user, and identify those that are new, unfamiliar, lack experience in the unit, and special requirements that exceed the norm; b. Conduct a key review of the technical and standard requirements proposed by the user, and review the special requirements one by one; e. Compare the unit's existing experience, resources, the capabilities of the contracting unit and other conditions to study whether the user's requirements can be accepted; d. Identify the problems that need to be solved in response to the user's special requirements. Such as: staffing: outsourcing: data, research: equipment, materials: testing, testing means: methods, procedures, etc.: e. Clarify the original data that the user should provide and the conditions necessary to fulfill the contract; f. Review the completion deadline and stage progress. The complexity of the task and various environmental conditions should be fully considered, and the needs and possibilities should be fully weighed to ensure that the deadline can be achieved through efforts. 5.3.4 Contract signing
After consultation between the two parties, the contract is signed after reaching a consensus on the economic and technical responsibility relationship, contracting method, installed capacity level, adopted standards, contracting country, supply content, equipment price, payment method, economic guarantee, delivery date, delivery status, claims, arbitration and other issues. The contract should be written in accordance with the standard text format, with clear words and clear meanings, special terms and terminology defined, complete content, specific details, and the authorized legal person shall represent the contractor to sign the contract with the user. 5.4, ​​Complete set procurement
5.4.1 Overview
The procurement of equipment and materials is one of the main links in the quality control of complete set projects, which directly affects the quality of complete set projects and the benefits of completion and commissioning. According to the list of equipment and materials required for the complete set project, the project leader first checks and classifies them, decomposes the contract based on the overall performance of the system, clarifies the supply scope of the subcontractor and the contractor, and determines the working interface between the contractors. On this basis, select qualified subcontractors and contractors, sign contracts, and put forward clear quality requirements and quality assurance requirements. For large and complex projects, the contractor should organize forces to compile a general technical specification for complete sets of equipment, and put forward unified management and product quality requirements for subcontractors and contractors to control the quality of the complete set of systems of the project.
5.4.2 Project decomposition and equipment classification

For large or complex complete set projects, the equipment shall be classified by importance so that different degrees of quality supervision and control can be implemented for equipment of different importance. Generally, equipment is divided into one, two and three categories according to the main factors such as the price of a single equipment, its function, its complexity, its operating safety, reliability and its manufacturing cycle (see Table 1). After project decomposition and equipment classification (or simultaneously), the contractor shall conduct a quality assurance capability investigation on the subcontractors and manufacturers that undertake the design and manufacturing tasks of key and important equipment. Generally, the investigation can be based on GB/T19001-ISO9001, GB/T19002-ISO9002 and GB/T19003-TSO9003, and refer to the following contents: a. Performance, product reputation, company profile: product type, characteristics and production history: 54 Complete equipment contracting management experience: Equipment design, manufacturing capacity, level; Capacity and accuracy of test, production, inspection and other equipment: Quality system documents and implementation; Personnel quality: Financial status; Geographic location and factory shipment conditions. After the preliminary investigation of subcontractors and contractors, the contractor shall select the best and compile and save a list of qualified suppliers. When necessary, the contractor shall obtain the user's approval of the selected subcontractors and main contractors. 5.4.4 Quality of procurement contracts
