This standard specifies the content and requirements for on-site safety inspections for oil drilling teams, and also puts forward safety inspection requirements for other operations.
This standard applies to on-site drilling teams mainly engaged in oil and gas exploration and development on land, and does not apply to on-site drilling teams in the sea and tidal bore. 2 Reference standards

3,1.1 The road to the well site should be selected to the left or right of the derrick gate. 3.1.2 There should be obvious safety signs at the opening site, drilling platform, oil tank area, machine room, pump room, dangerous goods warehouse, purification system, electrical equipment, etc., and they should be hung semi-fixed.
3.13 Special pipes for oil drilling and merging should be placed on special brackets, and the height should not exceed three layers. The edges of each layer should be tied with ropes, arranged neatly, and the brackets should be stable.
3,1.4 The drill rod slideway is placed stably, at an appropriate height, and connected with a screw. 3.1.5 The well site duty room, power room, boiler room, material room, fire equipment room, sled and other facilities should be placed neatly and clean inside and outside. 3.1.6 Safety issues
3.1.6.1 The wellhead should be 100m away from residential houses. 3.1.6,2 The edge of the well should be no less than 40m away from the railway, high-voltage line and other permanent facilities. 3.1.6.3 The duty room, power room, fan room, laboratory, and oil tank area should be no less than 30m away from the wellhead, the power room and the oil hoop area should be no less than 20m away, and the boiler room should be no less than 50m away from the downwind side of the wellhead. 3.1.6.4 When drilling in the Titang area, there should be a fire isolation zone around the well, with a width of no less than 20m. 3.1.7 Fire prevention
3.1.7.1 The well site should be equipped with 2 100L foam fire extinguishers, 10 8kg dry powder fire extinguishers, 2 5kg dioxide fire extinguishers, 2 fire guns, 6 fire shovels, 8 fire guns, 4m fire sand, 1 75m long fire hose, and 2 1mm DC water guns. These equipment should be neatly and cleanly placed in the fire room. The machine room is equipped with 3 "1211" fire extinguishers, and the power room is equipped with 2 "1211" fire extinguishers. A certain number of fire-fighting equipment should also be equipped in the camping area. 3.1.7.2 Fire-fighting equipment shall be managed by a special person and shall not be used for other purposes. 3.1.7.3 Smoking and open flames are strictly prohibited in the well site (drilling platform, drilling platform side room, machine room, power room, room, dangerous goods warehouse, well site and purification system). 3.1.8 The well site should be flat, clean, free of water and oil. Waste materials should be neatly stacked, roads should be unobstructed, and walking should be convenient. 3,1.9 Gate rope
3.1.9.1 The rope pit is 30~35m away from the non-opening, the pit is 1.5m long, 0.5m deep, and the pit wood is 250mm×1m (or reinforced concrete anchor).
3.1.9.2 The rope should be composed of 38~51mm white brown rope and g19mm steel wire rope, 40~45m long. The dead rope end and pulley of the rope should be firmly fixed, and the dead pulley should be sealed and tied.
3.2 Derrick
3.2.1 Derrick connecting bolts, spring washers, connecting pins and A-type frame safety pins should be complete and tightened. 3.2.2 The handrails installed around the drilling platform should be complete and firm. 3.2.3 The horizontal and oblique tie bars should be installed completely, flat, without cracks, twisting and tilting, and fixed firmly. 3.2.4 Ladders
3.2.4.1 The handrails and railings of the derrick ladder are complete, and each of the 1st to 3rd sections of the tower derrick is equipped with 3 15.9mm \"-shaped clips and the parallel frame tie bars are reliably connected.
3.2.4.2 There are no less than 2 ladders on the drilling platform, with a suitable slope and no damage to the ladders. The handrails are complete, smooth and reliably fixed. 3.2.5 Both ends of the gantry drill pipe must be tied with ropes. 3.2.6 The second and third floor operating platforms must have safety ropes, the patterned steel plates must be welded firmly, without damage or breakage, the operating table must be stable, and equipped with two sets of safety belts.
3.2.7 Each finger beam should be reinforced with three 24mm*U"-shaped clips and fastened with 12.7mm steel wire. 3.2.8 The patterned steel plate of the crane platform is welded firmly and without damage, the guardrail is complete and firm, the crane should be reinforced with four double caps of 27mm "U"-shaped clips, and the shield is intact.
3.2.9 The ramp of the gate should be installed with a bullock, the slope is appropriate and a safety rope is added. 3.2.10 The rope of the parallel frame
3.2.10.1 The rope pit is located on the extension line of the parallel frame diagonal, not less than 40m away from the wellhead, the upper rope pit and the lower rope pit must be separated, the distance between the two pits is greater than sm, the pit length is 0.8m, the width is 0.8m, and the depth is 1.8m. The pit wood should be 250mm, 1~1.2m long or Φ114~127mm steel pipe instead, and the permanent mud mortar pouring tank. 3.2.10.2 The rope should be a 19mm intact steel wire rope, without knots or twists in the middle. 3.2.10.3 When the upper end of the paralleling rope is connected to the main body of the derrick, an indirect connection must be used. A steel pipe that is opened and dragged with the angle iron in accordance with the width (diameter) of the angle iron is added between the rope and the angle iron of the derrick. The lower end of the paralleling rope and the rope pit must be tightened diagonally with Φ27mm positive and negative bolts. Each end is clamped with 3 rope clips. The pressure plate is on the side of the long rope, and the spacing between the rope clips is 200mm. 3.2.11 The railings on the overhead crane platform, the second-floor operating platform, the blue layer, and the vertical pipe platform are complete and firmly fixed. It is strictly forbidden to store any items. Hooks and other tools must be tied with safety ropes. 3.2.12 In winter in cold areas, the drilling platform and the second-floor platform should be installed with derrick national cloth, and the cloth should be intact and fastened. 3.2.13 The top of the tower derrick riser is screwed on the horizontal tie rod of the derrick with positive and negative screws, and the middle is tightened with a special rubber block and a "U"-shaped clip, a total of four places above and below. The lower riser is on the cement foundation. 3.3 Drilling platform
3.3.1 Winch
3.3.1.1 The winch shall be fixed with two 127mm steel pipe pressure bars, eight 36mm lifting rings, screw control and square wood, and fixed with positive and negative bolts at the four corners.
3.3.1.2 The main rope of tower-type parallel frame should adopt a steel wire rope with a diameter of not less than -28,6mm, and the main rope of A-type parallel frame drilling should adopt a steel wire rope with a diameter of not less than 31.8mm. The live rope end shall be inserted into the winch drum and fixed with two rope clamps of the same diameter and a special pressure plate. Bolts and rope clamps are complete and tightened. When the big hook is lowered to the turntable, the steel wire rope on the drum shall be not less than 7 turns, and the broken wire shall not exceed 3 wires in one twist. 3.3.1.3 The dead rope fixture should be tightened with fixed bolts and caps, rope retaining bolts, connecting pins and safety pins. The large rope should be wound around the fixture for 4 to 5 turns, filled with fixed ring grooves, and anti-jump pressure plates should be added. It should be fixed with two rope clamps of the same diameter. It is strictly forbidden to use electric welding to fix the dead rope, and it is not allowed to collide with the frame.

3.3.1.4 The winch rope arrangement device should use 12.7mm steel wire rope as the pull rope, with reliable connections at both ends and flexible pulley rotation. 3.3.1.5 The winch should be safely installed, the brake handle should be flexible, the air brake and electromagnetic brake should be sensitive, the angle between the brake handle and the drilling table after braking should be 40°~G0°, and the pressure gauge should be intact, sensitive and correct.
The gap between the brake band adjustment bolt and the cap and the drilling rig base is 3 to 5mm. The adjustment wrench clamps the adjustment nut with two wrenches and pins the safety pin. G.
The brake steel band and the pin holes at both ends are not deformed or cracked. The brake band top wire is intact. No debris or oil is allowed under the brake band. After the brake band pad is worn, the residual thickness shall not be less than 18mm. The bolts, springs and washers are complete, solid and free of debris. The brake band crankshaft sleeve is not loose, lubricated and flexible. No debris or oil is allowed under the crankshaft. The brake pins, washers and cotter pins are complete, meet the standards and match. The brake drum is tightened without looseness, no serious cracks, and the wear thickness shall not exceed 8m. The brake cylinder bolts and pins are complete and tightened. Electric welding is strictly prohibited. The inlet and outlet meet the requirements, no air leakage, and reliable braking. There is no debris under the cylinder. The balance beam support is fixed reliably. There is no rope on the balance beam. The fixing bolts and caps are tightened. j. The water brake clutch is flexible to disengage and engage, the water level regulating valve is effectively controlled, and there is no water. When it is not used in winter, the water is drained and the sign is posted. k.
The rubber piston of the brake cylinder is generally checked every 15 days to ensure that it is in good condition and effective. 3. 3. 1.6 Anti-excavation overhead crane
a. The guide rope on the pneumatic anti-collision crane is Φ6.4mm steel wire rope, the upper end is fixed firmly, the lower end is connected with a split pin, and the tightness is appropriate. No twisting, no knotting, no friction with the common frame and wires, the total car, high and low speeds are released at the same time during operation, and the roller is braked within 1s. b. The mechanical anti-collision crane is sensitive and has a fast braking speed. The weight bowl shall not be less than 2m from the ground. The Φ12.7mm steel wire rope has no broken wires, and the angle between the weight bowl and the connecting rod is appropriate.
c. The distance between the anti-collision crane rope and the crane pulley should be greater than 4m. 3.3.1.7 Air control
a. The air control console has complete instruments, which are sensitive and reliable. b. The gas pipelines are arranged neatly, and the various valves have good working performance and are heat-insulated in winter. c. Winch maintenance. During maintenance or lift measurement, the gas source should be cut off or the power should be stopped. The main car handle must be fixed and labeled, and there should be a special person to guard it to prevent the automatic transmission from injuring people after the gas is mixed. 3.3.1.8 The fixing bolts and caps of the transmission, cathead shaft, and roller shaft are complete and tight, without looseness. 3.3.1.9 The toothed fork bolts are complete, the clutch is in good condition, the operating levers are not deformed or loose, and the gear handle has a lock pin. 3.3.1.10 The clutch bolts, safety pins, and friction roller plates are complete, the connection is clean and oil-free, and the friction gap is not greater than 4mm. 3.3.1.11
The winch cover is installed completely, without damage or deformation. 3.3.1.12 The cathead should be smooth and without grooves, and the roller bar should be firmly fixed and flexible to rotate. , 3.3.2 Traveling system
3.3.2.1 The bolts and pins of the traveling pulley are complete and tight, and the cover is intact. 3.3.2.2 The fire hook rotates flexibly and the safety pin is intact. 3.3.2.3 The front ring has no deformation or cracks and is inspected regularly. The safety rope should be tied with a Φ12.7mm steel wire rope, wrapped in a circle, and fixed with two rope clips that match the group diameter.
3.3.2.4 The faucet rotates flexibly, and there is no leakage of oil and drilling fluid when rotating. 3.3.2.5 The water hose should be wrapped with a Φ12.7mm steel wire rope as a safety rope. The rope buckle spacing is generally 0.8m, and the two are fixed on the faucet gooseneck branch channel and the vertical pipe bend respectively. 3.3.2.6 The pneumatic buckle should be firmly fixed and the safety rope. The outer shell of the pneumatic buckle is firmly connected to the outer shell of the faucet with a 12.7mm steel wire rope.
3.3.3 Tongs

3.3.3.1 The tail rope of the tongs shall be connected and fixed to the derrick thigh with a Φ22.2mm steel wire rope. The length of the inner and outer tail ropes shall be appropriate, without broken wires and rust. Three rope clamps that match the rope diameter shall be used at each end. 3.3.3.2 The lifting rope of the tongs shall be a Φ12.7mm steel wire rope, and the pressure tongs rope shall be a 15.8mm steel wire rope. There shall be no knotted broken wires and rust. Three rope clamps that match the rope diameter shall be used at each end. 3.3.3.3 The tail pins of the tongs shall be complete and firm. After the large and small pins are inserted, the safety pins must be inserted. 3.3.3, 4 The hydraulic tongs shall be connected safely with the frame. Each pin must be inserted with a cotter pin. The height adjustment is sensitive and easy to use. 3.3.4 High hanging cat head rope
3.3.4.1 It should be composed of 51mm brown rope and 19mm steel wire rope. The brown rope should not be loose or knotted. 3.3.4.2 The steel wire rope should not have broken wires. The rope rings at both ends should be fixed with 2 rope clamps that match the rope diameter. 3.3.5 The wellhead
3.3.5, 1 uses a card valve and spring, the safety pin is flexible, the handle is fixed firmly, and the magnetic pin grabs the rope firmly. 3.3.5.2 The slip fixing bolts, lower slip pressure plate, and pins are complete and tightened, flexible and easy to use. 3.3.5.5 The safety slip fixing bolts, slip teeth, and spring pins are complete, and the pins are tied to the safety chain. 3,3.6 Weight indicator device
3.3,6.1 The readings of the weight indicator and recorder are accurate and sensitive, and they work normally. .3.3.6.2 The pressure transmitter and its pressure transmission pipeline shall not leak. 3.3.7 Small winch (explosion-proof electric hoist and pneumatic winch) 3.3.7.1 The four corners of the small winch are tight and stable, the brake is reliable, the hook is a double-piece reverse type, and it is clamped with a rope clip. The explosion-proof electric winch should have waterproof and anti-electric shock measures.
3.3.7.2 The lifting wire rope should use a 100m b15.9mm wire rope, no knots, no broken wires and no rust. The 5t pulley is sealed and fastened, and the fixed pulley should be controlled by winding 2 circles of wire rope. 3.3.8 Drilling platform
3.3.8.1 The drilling platform is clean, the equipment and tools are in their original color, neatly arranged, and the patterned steel plate is intact. If the drilling platform wooden board is used, the wooden boards should be arranged closely.
3.3.8.2 The fixing bolts of the drill rod box are complete and firmly fixed as required. 3.3.8.3 The rotating rope shall be made of Φ25.4mm brown rope, which shall be knotted. The loose brown rope shall not be put on the cathead. 3.3.8.4 It is forbidden to use steel wire rope to pull the cathead
3.4 Drilling pump and high and low pressure manifold
3.4.1 Drilling pump
3.4.1.1 When inspecting the drilling pump, the air shut-off valve shall be closed, and a warning sign of "someone is inspecting" shall be hung on the pneumatic switch of the drilling platform to control the drilling pump.
3.4.1.2 The pump shall be fixed in accordance with the requirements, and the top screw shall be fixed completely and tightly. 3.4.1.3 The pump shall adopt a fully enclosed protective cover and complete guardrails. The installation shall meet the requirements and be fixed firmly. 3.4.1.4 The safety valve and pin of the pump safety valve shall be selected according to the regulations and checked regularly. It is forbidden to block or remove the safety valve, and the safety valve cover shall be complete and intact.
3.4.1.5 The pump air bag is filled with nitrogen or air. Oxygen is prohibited. The filling pressure is 30% of the pump working force. A pressure gauge and a vent valve are installed on the top of the air bag.
3.4.1.6 The pump pressure gauge is clean and accurate, and is calibrated regularly. The instrument readings can be clearly seen in the machine room and pump room. 3.4.1.7 The pressure relief pipeline must use a small 76mm seamless steel pipe. The second elbow should be no less than 120°, facing the drilling fluid circulation tank, and fixed at both ends with insurance.
3.4.2 High and low pressure manifolds
3.4.2.1 The high and low pressure manifolds and valve groups should be laid on three foundations according to the construction standards, and fixed with anchor bolts. They should not vibrate, jump, puncture or leak during normal operation. High pressure hoses must be equipped with insurance devices. 4

3.4.2.2 High-pressure and low-pressure valve switches are active and complete and intact. 3.5 Purification system
3.5.1 The vibrating screen is firmly installed: the transmission part shield is complete and intact. 3,5.2 The sand pump base of the desander is firmly fixed and operates normally, the belts are complete, the tightness is appropriate, the shields are well-fitted and reliable. The instrument is sensitive and accurate. The connecting pipelines and cyclone pipelines are not leaking, and the equipment is clean and active. 3,53 The motor wiring of the desilter is secure, the insulation is good, the operation is normal, and the equipment is clean and active. 3.5.4 The degasser is firmly fixed, the transmission is normal, and the equipment is clean. 3.5.5 Add partitions inside the agitator, the base is fixed and reliable, the outer shell is not corroded, the backrest wheel is reliably connected, and the equipment is clean. 3.5.6 A 0.8m walkway should be installed from the vibrating screen to the drilling platform, and from the vibrating screen to the drilling fluid circulation tank. The walkway should be firm and not shaken, and a 1.2m high guardrail must be installed on its outside.
3.5, A solid mesh steel plate channel for patrol inspection must be laid on the wellbore fluid storage tank, and there should be no debris in the channel. 3.5.8 There should be no less than 3 ladders for the upper and lower purification systems. The ladders should have a suitable slope, be firm and stable, have handrails, and have no burrs on them. 3.6 Engine room
3.6.1 Diesel engine
3.6.1.1 All instruments are intact, complete, sensitive, and accurate. The oil temperature, water temperature, and oil pressure meet the requirements, and there is no oil or water seepage. The exhaust pipe is equipped with a fireproof cap, and the parts are complete and tight: 3.6.1.2 The shields of each transmission part are complete and intact, and are firmly fixed. 3.6.1.3 The railings around the engine room are fully installed and firmly fixed. The ladder is stable and has smooth handrails. 3.6.1.4 The diesel engine must be hung when it is stopped or overhauled. Drain the oil and water when it is stopped in winter. 3.6.2 Automatic air compressor
3.6.2.1 All bolts are tightened, the temperature of the first and second cylinders is positive, the air is well pumped, and there is no air leakage at the connection. 3.6.2.2 The safety valve is sensitive and reliable, the first and second pressure gauges and pipelines are complete and intact, and the air pressure is adjusted to the rated pressure. 3.6.2.3 The transmission shaft is lubricated and fixed, the belt is complete and tight, and the guard is intact and tight. 3.6.3 Electric air compressor
3.6.3.1 All bolts are tightened, the backrest wheel is intact, the fan belt is tight, and the guard is complete and tight. 3.6.3.2 The safety valve is reliable, and the pressure gauge and pipelines are complete and intact. 3.6.3 The motor wiring is firm, the compensator is flexible and easy to use, the iron shell switch is intact, the fuse meets the requirements, and the grounding is good. 3.6.4 Air tank
3.6.4.1 The valves and pipelines of the air tank are leak-proof. 3.6.4.2 The safety valve is sensitive and reliable, and the pressure gauge is intact and accurate. 3.6.5 Dryer
3.6.5.1 All valves, check valves, and four-way valves are flexible and easy to use, and all pipelines are leak-free. 3.6.5.2 The safety valve of the dryer is sensitive and the pressure gauge is intact and accurate. 3.6.5.3 The temperature of the heating furnace is normal, the wiring is reliable, the insulation meets the requirements, and the external grounding is good. 3.6.6 Others
3.6.6.1 There are drainage hooks around the machine room, the drainage is smooth, there is no oil stain under the base, and the equipment is clean and intact. 3.6.6.2 The protective cover, ladder and handrail of the linkage machine are complete and tight. 3.6.6.3 The pipelines and valves of engine oil and diesel are not leaking or leaking. There is no oil stain and weeds in the oil well area. The equipment is clean. 3.6.6.4 Safety valves and pressure gauges should be calibrated regularly. 3.7 Electrical facilities
3.7.1 Power generation room
3.7.1.1 The power generation room is strictly prohibited from being built with flammable materials. There is no oil stain or sewage inside and outside, and it is clean. 3.7.1.2 The fixing bolts of diesel engine and generator are complete and tight, and there is no leakage. The instruments are complete, accurate, and the pressure is normal. 5

3.7.1.3 All iron shell switches are in good condition, fuses meet the requirements, and grounding is good. 3.7.1.4 Cold starter (battery) is clean and the wiring is tight. 3.7.1.5 The generator casing must be grounded, and the grounding resistance should not exceed 42. z.7.2 Distribution cabinet
3.7.2.1 The metal frame of the distribution cabinet must be grounded, and the grounding resistance should not exceed 109. 3.7.2.2 An insulating rubber pad should be installed on the ground in front of the distribution cabinet. 3.7.3 Power supply line
3.7.3.1 The parallel field, derrick, machine room, pump room, and purification system should all use Sichuan rubber cable soft wire. 3.7.3.2 The parallel field wires should be erected in separate lines on special poles, with a height of not less than 3m. 5.7.3.3 Plastic sheathed pipes should be added to the friction-prone parts of the parallel rack. 3.7.3.4 The power supply lines of the machine room, pump room and purification system must be 2.6m higher than the equipment. 3.7.3.5 It is forbidden to connect the power supply lines to the equipment, derrick, guy ropes and other metal objects. 3.73.6 The power supply lines must be strictly passed through the upper part of the Shantou area. 3.7.3.7 When the power supply lines enter the duty room, power generation room, boiler room, material room, fire room and other mobile houses, insulating sheath pipes must be added at the entrance. The lighting lines in the mobile iron camping house should be fixed with insulating materials. 3.7.3.8 The electrical equipment and lighting fixtures of the drilling platform, machine room and purification system must be controlled by separate switches. The separate switches should be no less than 30m away from the parallel ports of the exploration and high-pressure oil and gas wells, and no less than 15m away from the parallel ports of the low-voltage and high-pressure oil and gas wells. A dedicated line must be set up for the searchlights in the well site. 3.7.4 Explosion-proof electrical appliances
3.7.4.1 The electrical equipment, lighting fixtures, switches, buttons, and distribution cabinets (boxes) of the field, drilling platform, lifting frame, drilling platform side room, pump room, and purification system must meet the explosion-proof requirements. 3.7.4.2 The electrical switch accessories are complete, the fuses meet the standards, and they are waterproof and explosion-proof. 3.7.5 Motors
3.7,5.1 For outdoor motors, rain protection measures must be taken. 3.7.5.2 The running parts of the motor must be covered and intact and firmly installed. 3,7.5.3 The motor housing must be grounded, and the grounding resistance should not be greater than 42. 3.7.5.4 The electric inclinometer winch must be fixed reliably. 3.6 The leakage protection equipment should be installed at the main power switch, each branch and each camping iron house. 37,7 The mobile bright light must use a safety running light. 3.8 Blowout prevention and fire prevention equipment
3.81 The following blowout prevention equipment should be equipped
3.8.1.1 Hydraulic blowout preventer, control system and auxiliary facilities. 3.8.1.2 Choke manifold, manifold, blowout pipeline, drilling fluid recovery pipeline, water injection pipeline. 3.8.1.3 Drill pipe back pressure valve, square drill string up and down rotary cold. 3.8.1.4 Liquid level moving instrument.
3.8.1.5 Drilling fluid purification, weighting and annulus injection equipment. The gas sheet should be equipped with a degasser. 3,8.2 Bottom well, choke manifold
3.8.2.1 The pressure of the pressure and choke manifold should match the working pressure of the blowout preventer, and should be able to meet the requirements of reverse circulation, recovery of drilling fluid, fire fighting, pressure hall display, throttling pressure and so on. 3.8.2.2 Pressure and. The blowout pipe line is connected to the outside of the site. The blowout length is not less than 75m and the diameter is not less than 127mm. At the bend of the pipeline, the elbow angle is not less than 120”. It is fixed with ground anchors every 10-15m and at the exit II. The throttling manifold is fixed on the parallel frame base with a "U"-shaped clip. 3.8.2.3 The outlet of the blowout pipe line shall not face the power line, oil tank area, dormitory and other obstacles. If there are the above obstacles, the distance should not be less than 50m
