This standard specifies the responsibilities, rights and interests of the organizing unit of the standard project. In order to maintain the seriousness of the plan and fully mobilize the enthusiasm of the organizing unit and relevant personnel. 1.2 Scope of Application
This standard applies to national standards, national military standards, professional standards (ministerial standards) and ministry-level guiding technical documents and planning projects that have been included and signed with a letter of responsibility since 1986. 2 Plans and Funds
2.1 The annual plan for electronic industry technical standards is a national mandatory scientific research plan and is issued through the planning channels specified by the ministry. 2.2 Funding for standard preparation: All sponsors should pay the necessary expenses for standard preparation from the three science and technology expenses of enterprises and institutions and the technology development fund in accordance with the spirit of the State Council Document No. 61 (1984), such as wages and working hours of personnel responsible for the task, necessary test and verification fees, and funds for purchasing necessary samples and testing instruments. The subsidy funds for standard preparation projects allocated by the superior are mainly used to subsidize the direct consumption of materials and fuels necessary for the preparation of standards, research, and test and verification, as well as meeting and office expenses. Standard subsidy funds are implemented by determining the funding indicators of each project once, and are allocated annually according to the annual progress. The project sponsor is responsible for use and is allowed to use it across years. Overspending will not be compensated. 3 Responsibilities and Rights of Standard Project Sponsors 3.1 Sponsors The position is responsible for the whole process of preparing the standard project undertaken, and completes the tasks specified in the letter of responsibility [format as in Appendix A (Supplement)] in accordance with this standard. 3.2 The organizer shall ensure the quality of the draft standard (draft for approval). The draft standard (draft for approval) shall comply with the relevant laws, regulations and policies of the country, and conform to the principles of supporting coordination, advanced technology, economic rationality, safety and reliability; the text format and writing method of the draft standard (draft for approval) shall comply with the relevant standards: the draft standard (draft for approval) and related materials submitted for approval shall comply with the provisions of SJ1.7 "Related Regulations on the Formulation and Revision of Technical Standards for the Electronic Industry and Requirements for the Completeness of Materials when Submitting Draft Standards (Draft for Approval) for Approval".
3.3 The organizer has the responsibility to organize the review of the draft standard (draft for approval) in accordance with relevant regulations, and to This standard was approved by the Ministry of Electronics Industry of the People's Republic of China on November 10, 1987 and implemented on January 1, 1988. 3.5 The sponsor has the obligation to answer technical questions in the standards it undertakes on behalf of the superior competent department. 3.6 After the draft standard (draft for approval) and related approval materials are submitted to the Ministry's Standardization Research Institute, if the sponsor does not receive it within one and a half months, Once the rejection notice is received, the sponsor can be regarded as the organizer who has fully completed the task of compiling the standard. If any problems are found in the standard text during the publication process, the sponsor shall also be responsible for solving them. 3.7 If the implementation of the responsibility letter is suspended due to reasons of the competent department, the sponsor shall be punished as if it has completed the task of compiling the standard.
3.8 The sponsor has the right to organize a compilation work group. The team members shall include the personnel of the deputy sponsors and relevant personnel specified in the plan (such as the professional reviewers of the main participating units and the Ministry's Standardization Research Institute, etc.). The total number of people should not exceed five, and the names shall be listed in the standard subject responsibility letter.
3.9 The sponsor has the right to organize and implement the tasks specified in the responsibility letter (including formulating an annual work plan, various specific implementation plans, and including them in the unit's plan assessment). 3.10 The sponsor has the right to send the standard chapter (draft for comments) to relevant units for comments. 4 Achievements and Awards
4.1 Completing the task of submitting the draft standard for approval and issuing it after approval will become a standard achievement. The Ministry will issue a standard achievement certificate to the main staff members who participated in the compilation of the standard. 4.2. Standard achievements are part of scientific and technological achievements and can apply for scientific and technological achievement awards in accordance with relevant regulations. 4.3 After the standard is approved and released, the main staff members participating in the project can receive a small amount of royalties. 4.4 The standard subsidy funds allocated to the sponsor can be used to reward relevant personnel after completing the task in accordance with the principle of saving and rewarding.
4.5 When the project task is completed ahead of schedule, the standard subsidy funds will continue to be allocated according to the amount specified in the "Project Responsibility Letter". 5 Penalties
5.1 If the sponsor fails to complete the task of submitting the draft standard for approval on time, the Ministry will issue a notice of criticism and instruct the sponsor to complete it within a time limit. No additional standard subsidy funds will be allocated during the extension period. 5.2 The main staff members who undertake the task of standard project preparation will not be remunerated if they fail to complete the task of submitting the draft standard for approval on time.
