1 Scope
Technical specification for urban waterlogging risk survey
This standard specifies the basic requirements, data content, and data collection methods for urban waterlogging risk survey. GB/T39195—2020
This standard is applicable to the waterlogging risk survey work in urban built-up areas, and can be used as a reference for urban waterlogging risk monitoring and early warning, risk prevention and control, etc.

The following terms and definitions apply to this document. 3.1
Urban flooding
Heavy rainfall or continuous rainfall within a certain range exceeds the capacity of its rainwater facilities, resulting in water accumulation on the ground. [GB51222—2017, definition 2.1.1]

Risk investigation
Collection and investigation of important information related to risk-causing factors and their dangerousness, disaster-bearing bodies and their exposure and vulnerability, and disaster prevention and mitigation capabilities.

Locations prone to water accumulation and possible losses or impacts. 4 Basic requirements
Data census
4.1.1 Emphasis should be placed on combining data information collection with field investigation. 4.1.2 A data review system should be established to ensure data reliability and reporting specifications. Data use should comply with data confidentiality requirements. 4.1.3
Data collection
Data should be detailed to drainage zones and urban communities (streets). SAG
The data content in Chapter 5 should be collected. If relevant data is collected, it is not necessary to fill in the form one by one, but the source should be indicated; if relevant data cannot be collected, the form should be filled in one by one after investigation according to Table A,1. 4.2.3 The magnitude and unit of the data, as well as the latitude and longitude information should be checked. 4.2.4 Preliminary quality control should be carried out based on the upper and lower limits of the collected data, and the logical relationship of the relevant fields should be checked. 4.2.5 Geographic information data should be provided in electronic documents in the format specified by the national resources administrative department. 4.3
Data reporting
The reporting of administrative division codes shall comply with the provisions of GB/T2260. The specific source of data and the time of collection shall be recorded. 4.3.2
The reported data shall be checked and compared with the original data. 4.3.3
Data update
Data should be updated once a year.
4.4.2 When there are changes in the urban meteorological and hydrological environment, social and economic development, increase or decrease in waterlogging risk points, etc., the latest data shall be collected or field surveyed in a timely manner to update the information.
4.4.3 If administrative divisions change, the specific changes should be recorded. 5 Data Content
5.1 Geographic Information
Basic geographic information within the entire city should be collected according to the requirements of Appendix A, including but not limited to: 5.1.1
1:250000 or above urban administrative division map; a)
b) 1:10000~1:50000 urban water system map; c) 1:10000~1:50000 urban topographic map or digital topographic map; d) 1:10000~1:50000 City + land use map; e) 1:10000 or above urban road geographic information (including road elevation) map; f) Geographical location of waterlogging risk points, including longitude and latitude and elevation 5.1.2 Other relevant geographic information of the entire city should be collected according to the requirements of Appendix A, including but not limited to: a) Urban community (street) surface cover type, population size, building distribution, engineering and social infrastructure; urban drainage network and drainage facility distribution data; b) Urban spatial resolution of not less than 4m rumor image data. Hourly rainfall data of existing rain gauges in the city; hourly water level and flow data of urban rivers and upstream and downstream hydrological stations; existing urban waterlogging observation and video data. Waterlogging prevention measures
Collect information on waterlogging prevention measures, including but not limited to: a) Drainage facility scheduling procedures;

Data collection methods
Different methods are used to collect and obtain reliable information according to the situation, including but not limited to: historical document retrieval method;
field investigation method;
expert consultation method;
rumor and geographic information analysis method.
