According to the requirements of the former Ministry of Urban and Rural Construction and Environmental Protection (87) Chengkezi No. 276, the "Standard for Quality Inspection and Assessment of Ancient Building Construction Projects" (Northern Region) edited by the Beijing Real Estate Administration Bureau has been reviewed and approved as an industry standard, numbered CJJ3991, and will be implemented from October 1, 1991. This standard is managed by the Shanghai Housing Science Research Institute, the technical unit responsible for real estate standards of the Ministry of Construction, and its specific interpretation and other work are the responsibility of the Beijing Real Estate Administration Bureau. If you have any questions or comments during the implementation process, please inform the Beijing Real Estate Administration Bureau in writing. Chapter 1 General Provisions
Article 1.0.1 This standard is formulated to provide a basis for the inspection and evaluation of the quality of ancient building construction projects in my country and to ensure the quality of the project. Article 1.0.2 This standard is mainly applicable to the overall or partial construction projects of the following ancient buildings in northern my country:
1. Official ancient buildings and antique buildings;
2. Projects that use ancient building forms or practices in modern and contemporary buildings. For local practices that are significantly different from official practices, the relevant items of this standard can be referred to for implementation.
Article 1.0.3 For projects with special requirements in cultural relics and ancient buildings, their quality inspection and evaluation shall be carried out in accordance with the design or finalization requirements provided by the cultural relics management department. Article 1.0.4 In addition to complying with this standard, the quality inspection and evaluation of ancient building construction projects shall also comply with the relevant national standards, specifications and regulations in force. Division of Quality Inspection and Evaluation
Article 2.1.1 The quality of ancient building construction projects shall be inspected and evaluated according to the division of sub-items, sub-sections and unit projects.
Article 2.1.2 The division of sub-items and sub-sections of ancient building construction projects shall comply with the following provisions:
Sub-item projects: divided according to the main types of construction projects. Sub-section projects: divided according to the main parts of the building. The names of sub-items and sub-projects shall comply with the provisions of Table 2.1.2. The parts (items) of each basic project sampling inspection shall comply with the qualified provisions of the corresponding quality inspection and evaluation standards: 50% or more of the parts (items) meet the excellent provisions, and the item is excellent; excellent projects shall account for 50% or more of the inspection items; 3. Among the points sampled for the allowable deviation items, 90% or more of the measured values shall be within the allowable deviation range of the corresponding quality inspection and evaluation standards. Article 2.2.3 The quality level of the sub-project shall comply with the following provisions: 1. Qualified: The quality of all sub-projects included is qualified. 2. Excellent: The quality of all sub-projects included is qualified, of which 50% or more are excellent.
Article 2.2.4 The quality level of the unit project shall comply with the following provisions: 1. Qualified

Article 2.2.5 When the quality inspection and evaluation of a sub-project does not meet the qualified requirements of this standard, it must be handled in a timely manner, and its quality level should be determined according to the following provisions: 1. The quality level of rework can be re-evaluated; 2. If it can meet the design requirements after reinforcement or appraisal by the statutory inspection unit, its quality should only be evaluated as qualified;
3. If it does not meet the original design requirements after appraisal by the statutory inspection unit, but it can meet the structural safety and functional requirements after approval by the design unit, it does not need to be reinforced; or if the external dimensions are changed or permanent defects are caused after reinforcement, its quality can be evaluated as qualified, but the sub-project should not be evaluated as excellent.

Section 3 Quality Inspection and Evaluation Procedures
Article 2.3.1 The quality of a sub-project should be evaluated by the unit project leader and relevant personnel on the basis of the team's self-inspection, and verified by a full-time quality inspector. The quality inspection and evaluation form for sub-projects (Appendix 2) should be filled in. Article 2.3.2 The quality of sub-projects should be evaluated by the technical person in charge of the construction team and verified by the full-time quality inspector. The quality of the foundation, base and base, main body and decoration sub-projects should be verified by the company's technical and quality departments. The quality inspection and evaluation form for sub-projects (Appendix 3) should be filled in. Article 2.3.Article 3: The quality of unit projects should be inspected and evaluated by the technical person in charge of the enterprise and the relevant departments of the enterprise, and the relevant evaluation materials should be submitted to the local construction project quality supervision or competent department for verification.
The quality assurance data verification should comply with the provisions of the national standard "Uniform Standard for Inspection and Evaluation of Construction and Installation Project Quality" (GBJ300), and the wood moisture content and material test report, tile and paint factory certificate or test report should be provided. And the guarantee data verification form (Appendix 4) should be filled in.
The unit project visual quality evaluation form is shown in Appendix 5 of this standard. Any items not included in the table shall comply with the relevant provisions of the "Unit Project Visual Quality Evaluation Form" in the national standard "Uniform Standard for Inspection and Evaluation of Construction and Installation Project Quality" (GBJ300). The comprehensive evaluation of unit project quality should be filled in the form listed in Appendix 6 of this standard. Article 2.3.4 When a unit project or group project is constructed by several subcontractors, the general contractor shall be fully responsible for the quality of the project: each subcontractor shall inspect and evaluate the quality level of the sub-items, divisions and unit projects it undertakes in accordance with the provisions of this standard and the corresponding quality inspection and evaluation standards, and shall submit the evaluation results and materials to the general contractor.
