The following terms and definitions apply to this standard. 3.1
ocean economy
The sum of various industrial activities for the development, utilization and protection of the ocean, as well as the activities related thereto; 3.2
ocean industryceanindusiry
The production and service activities for the development, utilization and protection of the ocean. Let: It is to be expressed in the following aspects: production and service activities of products directly obtained from the ocean; processing of products directly obtained from the ocean; production and service activities related to the ocean and ocean development activities; production and service activities using seawater or ocean space as a production base; and marine scientific research, education, supervision and service activities. 3.3
Ocean-related industryOcean-related industry is an industry that forms technical and economic ties with the ocean industry through various inputs and outputs. 4 Principles and regulations
4.1 Classification principles
According to the industry classification definition of GB/T47542002 and the principle of homogeneity of marine economic activities, the ocean and related industries are classified, that is, each marine industry category should be classified according to the nature of the same economic activity, rather than according to the establishment, accounting system or department management.
4.2 Classification Structure
Based on the nature of marine economic activities, the marine economy is divided into two categories and three levels. a) The first category of marine industries
Marine industries include major marine industries and marine scientific research, education and management services: 1) Major marine industries include marine fisheries, marine oil and gas, marine mining, marine salt, marine shipping, marine chemical industry, marine biomedicine, marine engineering and construction, marine power, seawater utilization, marine transportation, coastal tourism, etc., which are the core layer of the marine economy.
2) Marine scientific research, education and management services include marine information services, marine environmental monitoring and forecasting services, marine insurance and social security, marine scientific research, marine technical services, marine geological exploration, marine environmental protection, marine education and marine management, marine social groups and international organizations, etc., which are the supporters of the marine economy. b) The second category of marine-related industries
Marine-related industries include marine agriculture and forestry, marine equipment manufacturing, sand and sea products and materials manufacturing, sand and sea construction and installation, marine wholesale and retail, marine services, etc., which are the external layer of the marine economy. 5 Coding method and code structure
5.1 Coding method
5.1.1 According to the linear classification method and hierarchical coding method of G1/14754-2002, marine economic activities are divided into categories, with four categories: major category, medium category and minor category. The main coding method is as follows: a) Categories are coded with English letters, that is, one English letter A or represents different categories. b) Major, medium and minor categories are coded with Arabic numerals, and are represented by three layers of four-digit Arabic numerals based on the hierarchical system and the complete decimal system. The major category code consists of the first two digits, and adopts the hierarchical end code method and the digital sequence coding method. Starting from "01", the code is assigned in ascending order according to the arrangement order of the major category classification system. The first three digits of the medium category code are composed of the first three digits, the third digit is the sequence code of the category, and the subcategory code is composed of four digits, the fourth digit is the sequence code of the subcategory. The sequence codes of the medium and subcategory start with "1" and are arranged in ascending order, with the maximum number being "9".
5.1.2 For medium and subcategory, you can set up other items with the same meaning. In principle, the code ending with "9" is required for the subcategory. 5.1.3 When the large or medium category does not need to be subdivided, the codes behind them should be supplemented with "0" until the fourth digit. 5.1.4 A certain number of blank codes are left at each level to meet the needs of adding or adjusting categories in the future. 5.2 Code structure
The code structure is shown in Figure 1:
