The credit status of suppliers directly affects the supply quality and efficiency of goods (services). Therefore, evaluating the credit status of suppliers and implementing credit risk control on suppliers through the evaluation results is not only of great significance to the purchaser, but also of reference value to government regulatory authorities. At present, most government procurement supervision departments and procurement agencies at all levels have established internal supplier management systems, but the degree of attention paid to the credit status of suppliers, the inspection methods and results are not ideal, and suppliers' dishonest behavior still occurs from time to time. In order to protect the legitimate rights and interests of the purchaser, ensure the safety of public funds, improve the efficiency and sustainability of public procurement, ensure the needs of socialization of emergency material reserves, and build an honest and trustworthy market environment, it is very necessary to establish a standardized credit evaluation mechanism for qualified suppliers. Based on GB/T23793-2009 "Qualified Supplier Credit Evaluation Specification", this standard expands the scope of application of the standard to all levels and types of public procurement, and at the same time modifies and improves the credit evaluation indicators. In addition to considering the common indicators of enterprise credit evaluation, the credit evaluation of qualified suppliers should also be evaluated from special indicators that meet the credit characteristics of qualified suppliers. Based on the basic common indicators proposed in GB/T23794-2015 "Enterprise Credit Evaluation Indicators", combined with the credit characteristics of the supplier itself, this standard proposes special indicators for qualified supplier credit evaluation from the aspects of comprehensive quality, financial strength, sustainable supply capacity, development potential, transaction credit, and social responsibility, aiming to provide technical guidance for the credit evaluation of qualified suppliers. This standard specifies the content of qualified supplier credit evaluation, credit rating and expression method, evaluation process, evaluation report writing requirements, and credit evaluation data, information filing and confidentiality. 4 Evaluation content and indicators
4.1 Evaluation content
Qualified supplier credit evaluation content includes basic indicators and special indicators. Basic indicators are shown in GB/T23794, and special indicators include but are not limited to:

4.2 Indicators

Credit rating and symbol definitions
5.1 The credit rating and expression method of qualified suppliers shall comply with the provisions of GB/T22116. 5.2 The credit rating of qualified suppliers includes AAA, AA, A and BBB. a) AAA: Qualified suppliers have strong willingness and ability to perform their contracts, excellent performance, and extremely low credit risk. b) AA: Qualified suppliers have strong willingness and ability to perform their contracts, very good performance, and very low credit risk. c) A: Qualified suppliers have strong willingness and ability to perform their contracts, good performance, and low credit risk. d) BBB: Qualified suppliers have average willingness and ability to perform their contracts, average performance, and average credit risk. 5.3 When the credit rating of the evaluation object does not reach BBB or above, it is marked with NR. Note: NR means unrated, which is a commonly used method of expressing credit ratings. 6 Evaluation Process
6.1 General
6.1.1 The evaluation subject should avoid conflicts of interest and ensure that the credit evaluation process and results are fair and just. 6.1.2 Credit evaluation is divided into commissioned credit evaluation and active credit evaluation, which generally includes: a) Commissioned credit evaluation process: application acceptance, preliminary evaluation, grade determination, grade notification, re-evaluation (when objections are raised), result release, and result tracking:

Commissioned credit evaluation
Application acceptance
After receiving the evaluation application and passing the review, the evaluation subject shall sign a legal entrustment agreement on the basis of avoiding conflicts of interest. 6.2.2 Preliminary evaluation
The evaluation subject shall organize personnel to form a credit evaluation project team based on the principle of avoiding conflicts of interest, as well as industry division of labor and professional background. The number of personnel in the project team should be more than 2, and 1 person in charge should be clearly identified. GB/T23793—2017
The project team shall conduct a comprehensive analysis of the evaluated object according to certain evaluation rules, write an evaluation report, and propose a credit rating recommendation for the evaluated object.
6.2.3 Rating Determination
The evaluation subject shall set up a credit review committee, which shall be composed of more than 3 (should be an odd number) relevant professionals. The credit review committee shall review the credit evaluation report and related materials submitted by the project team, and put forward review opinions to determine the credit rating of the evaluated object.
When the credit review committee cannot determine the credit level, it shall suspend the work of the credit review committee and feedback the information to the project team to reorganize and verify the relevant data until the credit review committee can determine the credit rating. 6.2.4 Rating Notification
The evaluation subject shall inform the evaluated object of the credit rating results. If there is any objection, the evaluated object may apply for re-evaluation. 6.2.5 Re-evaluation
Based on the supplementary materials submitted by the evaluated object, the credit review committee shall decide whether to re-organize the re-evaluation, re-examine, and determine the final result.
Note: There is only one chance for re-evaluation.
6.2.6 Results Release
The evaluation subject shall release the credit evaluation results and related contents in accordance with national laws, regulations and relevant requirements, as well as the provisions of the entrustment agreement. 6.2.7 Results Tracking
After the credit evaluation results are released, the evaluation subject shall conduct regular or irregular tracking in accordance with the provisions of the entrustment agreement and update the evaluation results in a timely manner.
6.3 Active Credit Evaluation
6.3.1 Preliminary Evaluation
On the basis of complying with the principle of avoiding conflicts of interest, the evaluation subject shall select the object to be evaluated and establish a credit evaluation project team based on the division of industry and professional background. The number of project team members should be more than 2. The project team shall adopt effective data acquisition methods, conduct a comprehensive analysis of the object to be evaluated based on the credit information of the object to be evaluated, and according to certain evaluation rules, write an evaluation report, and make recommendations on the credit rating of the object to be evaluated. 6.3.2 Determination of grade
The evaluation subject shall set up a credit review committee, which shall preferably consist of more than 3 (should be an odd number) relevant professionals. The credit review committee shall review the credit evaluation report and related materials submitted by the project team and put forward review opinions to determine the credit grade of the evaluation object.
When the credit review committee is unable to determine the credit grade, it shall suspend the work of the credit review committee and feedback the information to the project team to reorganize and verify the relevant data until the credit review committee can determine the credit grade. 6.3.3 Result release
When the evaluation subject releases the credit evaluation results, it shall publicize the methods and standards of active credit evaluation to the public, explain the data sources on which the credit evaluation is based, and bear independent responsibility for the credit evaluation results. 6.3.4
Result tracking
After the credit evaluation results are released, the evaluation subject shall regularly track the credit evaluation results and update the evaluation results in a timely manner. 7 Report Writing
7.1 Basic Requirements
Qualified Supplier Credit Evaluation Report shall follow the principles of authenticity, completeness, simplicity and readability. Quantitative analysis shall be made on the credit risk of qualified suppliers as much as possible. If quantitative analysis is not suitable, a qualitative description shall be made in a targeted manner, and the identification of the evaluation results shall be clearly explained.
Qualified Supplier Credit Evaluation Report shall be stamped with the valid signature of the evaluation subject. 7.2 Report Content

The evaluation subject shall establish archives and their management system. The data and information used for credit evaluation, including copies and other materials, shall be classified and archived.
8.2 The evaluation subject shall strictly keep confidential information it obtains, and shall separately archive relevant confidential information. Its database facilities shall meet the security level required by government regulatory authorities.
