Principles and Procedures for Adjusting Standard Preparation Plans 1 Subject Content and Scope of Application
1.1 Subject Content
This standard specifies the principles and procedures for adjusting the standard preparation plan, which serves as the basis for adjusting the standard preparation plan. In order to strengthen plan management and maintain the seriousness of the plan. 1.2 Scope of Application
This standard applies to planned projects that need to adjust national standards, national military standards, professional standards (ministerial standards) and ministerial guiding technical documents for some reason.
2 Adjustment Principles
2.1 During the standard preparation process, if there are special circumstances that are not expected in advance, such as increased test and verification workload or delays caused by force majeure of the sponsoring unit, you can apply for appropriate delay in the planned completion deadline or the progress requirements for the year (the latter refers to the assessment of national military standards according to the annual plan). 2.2 Due to the development of production and technology, if the original project has fallen behind or lost its meaning, you can apply for cancellation. 2.3 In principle, the projects that should be completed and submitted for approval this year according to the plan shall not be adjusted. 2.4 The original sponsors and order shall not be adjusted. 2.5 For projects whose standard formulation cycle has reached three years, the submission time shall not be adjusted. 2.6 For projects that have been adjusted, a second adjustment is generally not allowed. 2.7 The participating units specified in the plan, especially the important participating units (such as the main production and use units), shall not be adjusted or cancelled at will.
2.8 In principle, the planned projects shall not be combined or divided. 2.9 In principle, projects that have consumed a lot of subsidy funds shall not apply for cancellation or change of sponsors. If the application for cancellation is sufficient, in addition to having sufficient basis, opinions on the handling of standard subsidy funds shall be put forward at the same time; if the application for change of sponsors is applied, the consent of the changed unit shall be obtained, and all relevant information, data and remaining funds shall be handed over. 2.10 Except for projects that need to immediately carry out standard formulation and revision work due to special reasons or according to the instructions of superiors, they can apply for additional plans. Other projects that are not particularly urgent shall not be added. 2.11 For non-substantial changes in the title of the standard subject, there is no need to apply for adjustment. The sponsor can submit written opinions and resolve them at the end of the year. If the change in the title of the standard subject involves substantial changes in the content of the standard, an application for adjustment should be made and it can only be carried out after approval.

2.12 For adjustments to the level of the standard [national standards, national military standards, professional (departmental) standards and departmental guiding technical documents], the application approval procedures must be handled. 3 Adjustment Procedures
3.1 For projects that meet the above adjustment principles, the sponsor should submit a written application report, the format of which is shown in Appendix A (Supplement), and send it to the Ministry's Standardization Research Institute. The Ministry's Standardization Research Institute shall sign the opinion and submit it to the Ministry's Standards and Quality Department. In addition to clearly stating the content of the adjustment, the application report should also state the reasons and basis for the adjustment. 3.2 The application report for adjusting the standard preparation plan should be submitted before the end of June each year, and no application will be accepted after the deadline. 3.3 The Ministry's Standard Quality Department is responsible for handling the plan adjustment procedures in a unified manner, notifying the applicant and the Ministry's Standardization Research Institute, and copying to the relevant electronic industry authorities of provinces, autonomous regions, and municipalities directly under the Central Government, the secretariat of the Standardization Promotion Technical Committee, or the head unit of the responsible organization, as a basis for future work. The plan adjustment of national standards and national military standards must be approved by the National Bureau of Standards and the National Defense Science, Technology and Industry Commission, and the plan adjustment of professional (ministerial) standards and the Ministry's guiding technical documents must be approved by the Ministry. The adjustment content involved in the year-end transfer shall be reflected in the bound volume of the electronic industry technical standards preparation plan for the following year. 4 Notes
4.1 The adjustment plan must be submitted in writing by the sponsor. Minutes of the drafting or revision meeting of the standard, minutes of the technical committee or the responsible organization meeting, etc., cannot replace the application report of the sponsor. 4.2 When the application for adjustment plan is not approved, work must be carried out according to the original plan. 2
