1 Scope
GB/T 39449 specifies the composition and responsibilities of the public credit information data dictionary maintenance organization, the maintenance, management, sharing, and evaluation and improvement of the data dictionary.
GB/T 39449 applies to the maintenance and management of the public credit information data dictionary by legal persons, other organizations, and natural persons.

3 Terms and definitions
The terms and definitions defined in GB/T 22117-2018 and GB/T 28040-2011 and the following terms and definitions apply to this document.

Data dictionary
A table containing a series of data entries.
3.2
Maintenance agency
A dedicated person or department that performs continuous maintenance of the public credit information data dictionary.
Note: Based on the particularity of the public credit information data dictionary, this agency usually needs to be authorized by the competent authority.

Data maintenance request; DMR
An application submitted by a user to supplement, modify or delete specific content in the Public Credit Information Data Dictionary Standard.

4.1 Composition
The maintenance organization consists of a management group and a technical group 4.2 Responsibilities
4.2.1 Maintenance Organization
The responsibilities of the maintenance organization include but are not limited to: Establish a management group and a technical group

Maintain and improve the technical review rules.
Accept various data maintenance requests for the Public Credit Information Data Dictionary from users. Conduct technical review of DMRs according to the technical review rules and notify users or relevant organizations of the review results; for DMRs that pass the review d)
, the relevant content should also be entered into the Public Credit Information Data Dictionary Management System in a timely manner. Submit work reports and relevant data backups and records to the competent authorities on a regular basis. e)

4.2.2
The responsibilities of the Management Group include but are not limited to:
a) Responsible for accepting data maintenance requests submitted by users or relevant organizations, and it is advisable to conduct a formal review of the data maintenance requests with reference to Appendix A and Appendix B;

Responsible for convening and establishing a technical group;
Submit a list of data maintenance requests to the technical group from time to time based on the formal review of the accepted data maintenance requests;c)

4.2.3 Technical Group
The main responsibilities of the technical group include but are not limited to: Formulate technical review rules;

Conduct a technical review of data maintenance requests in accordance with the technical review rules;b)
Formulate a written review conclusion and submit it to the organization or individual designated by the Management Group. c)

5.1.1 Addition
When the data dictionary enters the implementation stage, the maintenance agency shall formally add this data dictionary, and the steps are as follows: a) Perform formal maintenance of the data dictionary, including assigning an internal identifier to the data dictionary, filling in the data dictionary status and effective date, etc.; b) Submit the data dictionary to the superior management department for filing; c) Publish the addition notice to the public.
5.1.2 Revision

When the data dictionary enters the implementation stage, the maintenance agency shall modify and improve the data dictionary according to needs, including: a) Replace a single item or data item in the data dictionary; b)
Submit the data dictionary to the superior management department for filing; c) Publish the modification notice to the public in the form of a patch. 5.1.3 Deletion
When a data dictionary enters the abolition stage, the maintenance organization shall complete the deletion of the data dictionary within the specified time limit, including: a) backing up the data dictionary to be deleted; b) submitting the data dictionary to the superior management department for record; c) issuing a deletion notice.
5.1.4 Update of data dictionary content
Only data dictionary content in the implementation stage can be updated. When updating the data dictionary content, the following steps should be followed: a
Retain the current version of the data dictionary, and formally maintain the data dictionary for subsequent versions. Except for the version identifier and the attributes to be updated, the other attributes of the subsequent version of the data dictionary should inherit the attributes of the current version of the data dictionary; submit the current and subsequent versions of the data dictionary to the superior management department for filing; b)
c) Issue an update notice to the public.

5.2.1 Review
The technical team reviews the correctness and operability of the data dictionary in accordance with the steps of the review specification and issues a review opinion. The data dictionary that has passed the review enters the testing phase; a
b) The data dictionary that has not passed the review shall be revised and reviewed again 5.2.2 Testing
Test the correctness, security and integrity of the data dictionary that has passed the review and issue a test conclusion 5.2.3 Approval
The management department approves and files the data dictionary that has passed the test 5.2.4 Release
The management department releases the approved data dictionary version and publicizes the effective date 5.2.5 Archive for future reference
The maintenance agency archives the maintenance and management records of the public credit information data dictionary for future reference 5.3 Sharing
5.3.1 The management department shall share the public credit information data dictionary within the prescribed scope according to needs. 5.3.2 The sharing methods of data dictionary include but are not limited to data maps, data interfaces, etc. 5.4 Evaluation and Improvement
