This standard is based on the requirements of the World Trade Organization (WTO) on the division of standard formulation stages, and refers to the ISO/IEC Guidelines Part 1: Technical Working Procedures (1995 Edition) of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), and proposes the stage division and code of my country's national standard formulation procedures. The stage division of the national standard formulation procedures specified in this standard adopts the nine stages of the ISO/IEC Guidelines. The stage names and tasks have been adjusted accordingly according to my country's situation, which are basically the same as the stage division specified in the ISO/IEC Guidelines, and the stage codes are consistent with them. Appendix A and Appendix B of this standard are prompt appendices. This standard is under the jurisdiction of the China Institute of Standardization and Information Classification and Coding. This standard was drafted by the China Institute of Standardization and Information Classification and Coding, the Machinery Standardization Research Institute of the Ministry of Machinery Industry, the Standardization Research Institute of the Ministry of Electronics Industry, and the Information Standards Research Institute of the Ministry of Metallurgical Industry. The World Trade Organization (WTO) entrusted the International Organization for Standardization (ISO) to be responsible for the specific implementation of the relevant standard notification matters in the Agreement on Technical Barriers to Trade (TBT). For this purpose, the WTO Secretariat and the ISO Secretariat jointly signed the "Memorandum of Understanding on ISO's Implementation of WTO Standard Information Services", requiring the standardization bodies of each signatory country to publish their work plans at least once every six months and use the internationally coordinated stage coding system for standard formulation. The WTO requires that standard formulation should be divided into at least five stages: 1. It has been decided to formulate a standard, but technical work has not yet begun (referred to as stage I); 2. Technical work has begun, but solicitation of opinions has not yet begun (referred to as stage I); 3. Solicitation of opinions has begun, but has not been completed (referred to as stage III); 4. Solicitation of opinions has been completed, but the standard has not yet been implemented (referred to as stage V); 5. Standard implementation has begun (referred to as stage V). "ISO/IEC Guide Part 1: Technical Work Procedure" (1995 edition) stipulates that standard formulation is divided into nine stages. The formulation and implementation of this standard will play a positive role in promoting international trade, technical and economic exchanges and strengthening the management and coordination of my country's standard formulation work.

The phase division and codes of the national standard-setting procedure and the corresponding relationship with the WTO and ISO/IEC phases are shown in Table 2. In general, the phase division and codes of the national standard-setting procedure are shown in Table 3. The process of the formulation procedure is shown in Procedure A in Appendix B. The project leader organizes the drafting of the standard until the draft for comments is completed (the result of stage 20: WD). The time period shall not exceed ten months.
3.4 Committee stage The draft for comments shall be distributed for comments in accordance with relevant regulations. After the deadline for replying to comments, the standard drafting working group shall complete the summary processing table and the draft for review of the standard based on the returned comments (the result of stage 30: CD). The time period shall not exceed five months. If the reply requires major revisions to the draft for comments, the second draft (or even the third draft) shall be distributed for comments. At this time, the project leader shall take the initiative to submit an application report to the relevant departments for extending or terminating the project plan. 3.5 Voting stage
Organize the review (meeting review or letter review) of the draft standard, and on the basis of (review) consensus, form the draft standard submission and review meeting minutes or letter review conclusion (40 stage results: DS). The time period shall not exceed five months. If the draft standard submission is not passed, the second draft standard submission shall be distributed and reviewed again. At this time, the project leader shall take the initiative to submit an application report to the relevant department to extend or terminate the project plan. 3.6 Approval stage 3.6.1 The competent department shall conduct procedural and technical review of the draft standard submission and the submission materials. For those that do not meet the approval requirements, they shall generally be returned to the relevant standardization technical committee or drafting unit, and the review shall be conducted again after the problem is resolved within a time limit. The time period shall not exceed four months. 3.6.2 The national standard technical review agency shall conduct a technical review of the draft standard submission and the submission materials, and on this basis complete the necessary coordination and improvement work for the submission. The time period shall not exceed three months. If there are major technical or coordination problems in the draft for approval, it should generally be returned to the department or relevant professional standardization technical committee, and the problem should be solved within a limited time before it can be approved. 3.6.3 The administrative department of standardization under the State Council approves and publishes the national standard (the result of the 50-stage: FDS). The time period shall not exceed - months.
3.7 Publication stage The national standard draft is edited and published, and the standard publication is provided (the result of the 60-stage: GB, GB/T, GB/Z). The time period shall not exceed three months.
3.8 Review stage
Review the standards with an implementation cycle of five years to determine whether to confirm (continue to be valid), modify (through technical errata or amendment sheet), revise (submit a new work project proposal and include it in the work plan) or abolish. 3.9 Withdrawal stage For standards that are determined to be unnecessary after review, they will be abolished. 4 Fast-track procedure
The fast-track procedure is applicable to projects with mature standard drafts, such as standard formulation (revision) projects that adopt international standards or foreign advanced standards on an equal or equivalent basis, and revisions of existing national standards or transformation projects of other standards at all levels in my country. This procedure is particularly applicable to rapidly changing technical fields.
Standards applying for inclusion in the fast-track procedure should be strictly coordinated and reviewed in the pre-stage (stage 00) and project establishment stage (stage 10). Only after passing the review can they be included in the "National Standard Formulation and Revision Project Plan" and marked with "FTP-B\ or "FTP-C\". 4.1 For standard formulation (revision) projects that adopt international standards or foreign advanced standards on an equal or equivalent basis, the project establishment stage can be directly entered into the stage of soliciting opinions, that is, the drafting stage is omitted, and the draft is distributed as a draft standard for soliciting opinions, see procedure B in Appendix B.
4.2 The revision of existing national standards or the conversion of other standards at all levels in my country can directly enter the review stage from the project establishment stage, that is, the drafting stage and the stage of soliciting opinions are omitted, and the existing standard is submitted as a draft standard for review. The formulation of national standardization guiding technical documents is only considered in the following given circumstances: For national standardization guiding technical documents that are still in the process of technological development (such as the high-tech field with rapid changes) or for other reasons, it is possible to reach a consensus on national standards in the future rather than now, the national standardization guiding technical documents shall be formulated according to the procedures specified in Chapter 3 or Chapter 4. The reasons for formulating national standardization guiding technical documents and their relationship with future national standards should be stated in the preface. Review standards with an implementation cycle of five years to determine whether to confirm (continue to be valid), modify (through technical errata or amendment), revise (submit a new work project proposal and include it in the work plan) or abolish. 3.9 Withdrawal stage For standards that are determined to be unnecessary after review, they will be abolished. 4 Fast track procedure
The fast track procedure is applicable to projects with mature standard drafts, such as standard formulation (revision) projects that adopt international standards or foreign advanced standards equivalently and equivalently, and revisions to existing national standards or conversion projects of other levels of standards in my country. This procedure is particularly suitable for fast-changing technical fields.
Standards applying for inclusion in the fast track procedure should be strictly coordinated and reviewed in the pre-stage (stage 00) and project establishment stage (stage 10). Only after passing the review can they be included in the "National Standard Formulation and Revision Project Plan" and marked with "FTP-B\ or "FTP-C\". 4.1 For standard formulation (revision) projects that adopt international standards or foreign advanced standards equivalently or equivalently, the project establishment stage can directly enter the stage of soliciting opinions, that is, the drafting stage is omitted, and the draft is distributed as a draft standard for soliciting opinions, see procedure B in Appendix B.
4.2 For revision projects of existing national standards or transformation projects of other levels of standards in my country, the project establishment stage can directly enter the review stage, that is, the drafting stage and the stage of soliciting opinions are omitted, and the existing standard is organized for review as a draft standard, see procedure C in Appendix B. 100

Generation of National Standardization Guidance Technical Documents A1
One of the responsibilities of the administrative department of standardization under the State Council is to formulate and review national standards. The formulation of national standardization guidance technical documents is only considered in the following given circumstances: For national standardization guidance technical documents that are still in the process of technological development (such as the rapidly changing high-tech field) or for other reasons, it is possible to reach a consensus on national standards in the future rather than now, the national standard guidance technical documents shall be formulated according to the procedures specified in Chapter 3 or Chapter 4. The reasons for the formulation of national standardization guidance technical documents and their relationship with future national standards should be stated in the preface. A2 Review of national standardization guidance technical documents National standardization guidance technical documents must be reviewed within 3 years after implementation. The review results may be: another 3 years extension;
conversion to national standards;
---revocation.
