Preface
This standard is to implement the "Interim Provisions on Environmental Protection Management of Waste Imports" promulgated by the state and control the import of waste that can be used as raw materials for smelting Environmental pollution caused by hazardous waste contained in the slag. This standard will be implemented on a trial basis from August 1, 1996. This standard is proposed by the Pollution Control Department of the National Environmental Protection Administration. The National Environmental Protection Administration is responsible for interpreting this standard. 1 Scope
National Standard of the People's Republic of China
Environmental protection control standard for imported waste
Smelting slag
(Trial)
Environmental protection control standard for imported scrap material
---Slag as raw material
GB16487.2—1996
This standard specifies the control requirements for inclusions and radioactive pollution in imported smelting slag that have an impact on the environment. This standard booth is applicable to the import of slag, dross (including vanadium slag, etc.), beryllium oxide and other wastes (hereinafter referred to as smelting slag) produced by smelting steel with the customs commodity number of 2619.0000. 2 Reference Standards

This standard adopts the following definitions:
Entrained waste
refers to the mixing of people during collection, packaging and transportation. Waste materials in imported smelting slag that cannot be directly utilized as raw materials (excluding packaging materials for imported smelting slag and other materials that need to be used during transportation). 4 Control standards and requirements
4.1 Imported smelting slag is prohibited from being mixed with entrained substances whose concentration of harmful substances in the leachate exceeds the identification standard value in GB5085.3-1996.
4.2 Imported smelting slag is prohibited from containing entrained substances whose leachate pH value is equal to or greater than 12.5 and equal to or less than 2. 4.3 It is prohibited to carry radioactive waste in imported smelting slag. 4.4 The total beta specific activity value of imported smelting slag shall not exceed 600Bg/kg 4.5 The total weight of the following entrained wastes in imported smelting slag shall not exceed one ten thousandth of the weight of imported smelting slag: a) clinical waste; ||tt| |b) Medical waste;
c) Flammable and explosive waste:
d) Beryllium, hexavalent chromium, arsenic, selenium, pot, antimony, tellurium, mercury, thallium, lead and other Compound wastes, wastes containing fluorine, cyanide, and phenolic compounds; National Environmental Protection Agency approved on 1996-07-29 and implemented on 1996-08-01
e) Various liquid wastes,
f) asbestos Waste;
g) bathroom waste, kitchen waste.
GB16487.2—1996
4.6 In addition to the wastes listed in the above items, other entrained wastes in imported smelting slag that cannot be directly utilized during its processing and utilization (such as waste wood, waste paper, The total weight of waste plastics, waste glass, waste cement, etc.) shall not exceed 5% of the weight of imported smelting slag. Inspection
5.1 The inspection of Articles 4.1 and 4.2 of this standard shall be carried out in accordance with the provisions of GB/T15555.1~15555.12-1995 . 5.2 The inspections in Articles 4.3 and 4.4 of this standard shall be carried out in accordance with the provisions of GB8703-88. 5.3 The inspection of other provisions of this standard shall be carried out in accordance with the provisions of SN0576-1996.
