This standard was formulated in accordance with the State Technical Supervision Bureau's Standard Letter (1993) No. 042 "Notice on the issuance of the 1993 National Standard Formulation and Revision Project Plan". Two other standards were issued at the same time, namely GB/T15497-1995 "Enterprise Standard System - Composition and Requirements of Technical Standard System" and GB/T15498-1995 "Enterprise Standard System - Composition and Requirements of Management Standards and Work Standards". The purpose of formulating this standard is to guide enterprises to carry out enterprise standardization work, establish and improve enterprise standard systems, and improve product quality and enterprise management level in order to meet the needs of enterprises transforming their operating mechanisms, developing socialist market economy and "re-entering the GATT". This standard stipulates the basic tasks of enterprise standardization, standardization organizations and personnel within enterprises, responsibilities, and basic requirements for various work of enterprise standardization in accordance with the "Standardization Law of the People's Republic of China" and relevant laws and regulations. Enterprises can carry out enterprise standardization work according to the concepts, principles, requirements and methods recommended by this standard and GB/T15497-1995, GB/T15498-1995 and GB/T13016-91 "Principles and Requirements for the Preparation of Standard System Tables" and GB/T13017-91 "Guidelines for the Preparation of Enterprise Standard System Tables". Appendix A of this standard is the appendix of the standard.

This standard adopts the definitions specified in GB3935.1. 4 Basic tasks of enterprise standardization work
4.1 Implement national and local laws, regulations, guidelines and policies on standardization. 4.2 Implement technical regulations, national standards, industry standards and local standards. 4.3 Formulate and implement enterprise standards.
4.4 Supervise and inspect the implementation of standards. 5 Organization and Personnel
5.1 Organization
The enterprise shall determine the form of the standardization organization according to the needs of production, technology and business management. This standard recommends the following forms: 5.1.1 The enterprise shall set up a full-time standardization organization (such as a standardization department or division) to uniformly manage the standardization work of the entire enterprise under the leadership of the factory director (manager) or chief engineer. Standardization groups or full-time or part-time standardization personnel shall be set up in each relevant functional management department and workshop to be responsible for the standardization work of the unit, and shall be led by the enterprise standardization organization in terms of business. 5.1.2 An enterprise standardization committee shall be established, headed by the factory director (manager) or chief engineer and attended by the heads of various departments, to be responsible for the discussion, approval and decision-making of major issues. 6.1 Responsibilities of enterprise leaders
6.1.1 Implement the national policies, policies, laws and regulations on standardization work, and determine the standardization work tasks and indicators that are suitable for the policies and objectives of the enterprise.
6.1.2 Review and approve standardization work plans, programs and other major issues, and approve funds for standardization activities. 6.1.3 Review and approve enterprise standards.
6.1.4 Responsible for organizing the evaluation and review of the enterprise standard system. 6.1.5 Commend and reward units and individuals who have made contributions to promoting enterprise standardization; punish those who fail to implement standards conscientiously and cause losses in accordance with regulations.
6.2 Responsibilities of standardization organizations
6.2.1 Implement national and local laws, regulations, guidelines and policies on standardization, and organize the preparation of the enterprise's standardization work plans and programs. 6.2.2 Formulate or organize the formulation and revision of enterprise standards, and establish an enterprise standard system. 6.2.3 Organize the implementation of relevant national standards, industry standards, local standards and enterprise standards. 6.2.4 Organize supervision and inspection of the implementation of standards in the enterprise. 7.1 Enterprise standard system
The enterprise standard system is a scientific and organic whole formed by the internal connections of the standards within the enterprise. The enterprise standard system should be based on technical standards, including management standards and work standards. The composition and requirements of the technical standard system shall comply with the provisions of GBT15497-1995, and the composition and requirements of the management standards and work standards shall comply with the provisions of GB/T15498-1995.
The establishment of an enterprise standard system shall comply with the relevant laws and regulations of the country and the policies and objectives of the enterprise. The enterprise standard system shall be able to meet the needs of enterprise management, and the quality-related part shall meet the needs of establishing a quality system in accordance with the GB/T19000 series of national standards, and provide supporting documents for the establishment of a quality system. 7.2 Enterprise Standard System Table

8.1 Scope of enterprise standards
8.1.1 Enterprise product standards formulated for products produced by enterprises that do not have national standards, industry standards or local standards. 8.1.2 Enterprise product standards that are stricter than national standards, industry standards or local standards formulated to improve product quality and promote technological progress. 8.1.3 Standards that select or supplement national standards and industry standards. 8.1.4 Technical standards for design, procurement, process, tooling, semi-finished products, etc. 8.1.5 Management standards and work standards in production and business activities. 8.2 Principles for formulating enterprise standards
8.2.1 Implement relevant national and local guidelines, policies, laws and regulations, and strictly enforce mandatory standards. 8.2.2 Ensure safety and sanitation, give full consideration to market demand, protect the interests of consumers, and protect the environment. 8.2.3 Be conducive to the technological progress of enterprises, ensure and improve product quality, improve business management, and enhance economic and social benefits. 8.2.4 Actively adopt international standards and foreign advanced standards. 8.2.5 Encourage the adoption of recommended national standards and industry standards. 8.2.6 Be conducive to the rational use of national resources and energy, promote scientific and technological achievements, and be conducive to the universal interchange of products, with advanced technology and reasonable economy.
8.2.7 Be conducive to foreign economic cooperation and foreign trade. 8.2.8 The enterprise standards within the enterprise should be coordinated and consistent. 8.3 General procedures for formulating enterprise standards
8.3.1 Investigation and research, data collection
The drafting unit should conduct investigation and research and collect data on the following aspects: 1. The current situation and development direction of the standardization object at home and abroad and the enterprise; 1. The latest scientific and technological achievements;
1. Technical data and statistical data accumulated in production and work practice; 1. International standards, foreign advanced standards, technical regulations and relevant domestic standards. 8.3.2 Drafting the draft standard (draft for comments) Sort out, analyze, compare and select the best data collected. If necessary, conduct test verification, and then draft the draft standard (draft for comments) and preparation instructions.
8.3.3 Solicit opinions and form the draft standard for review Send the draft standard (draft for comments) to relevant units within the enterprise (if necessary, send it to relevant units outside the enterprise, especially users, for comments), analyze and study the opinions received one by one, and form the draft standard for review after deciding on the selection. 8.3.4 Review the standard and form the draft standard for approval According to the complexity of the standard and the scope of coverage, the review can be conducted in a meeting or by letter. After the review is passed, the drafting unit should prepare the draft standard for approval and other documents and materials to be submitted for approval based on the review opinions. 8.3.5 Approval and release of standards
Enterprise standards are approved by the legal representative of the enterprise or its authorized supervisor, and are numbered and released by the standardization organization. 8.3.6 Recording of standards
Enterprise product standards shall be recorded in accordance with the provisions of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. 8.4 Review of enterprise standards
Standards shall be reviewed regularly, and the review cycle shall generally not exceed three years. The review work shall be organized by the enterprise standardization organization, and the review results3

8.4.1 Standards that are not modified and can still meet current needs and meet the current level of science and technology shall be confirmed. For confirmed standards, the serial number and year of the standard shall not be changed, and only the words "confirmed in 2011" shall be written on the cover of the standard. 8.4.2 In order to improve and enrich the content of the standard, when a small amount of modification or supplement is made to the standard provisions and diagrams, it shall be implemented in accordance with the relevant modification regulations of the enterprise. 8.4.3 If the main provisions of the standard need to be greatly modified to meet the current production and use needs and scientific and technological levels, it shall be treated as a revision project. The working procedures for revising standards shall be carried out in accordance with the procedures for formulating standards. The revised standard does not change the serial number, only the year number. 8.4.4 Standards whose contents are no longer suitable for current needs or are replaced by new standards should be abolished. The enterprise product standards after review must be filed in accordance with relevant regulations. 9 Implementation of standards
9.1 Basic principles
9.1.1 Enterprises must strictly implement the mandatory standards and technical regulations in national standards, industry standards, and local standards; products that do not meet technical regulations and mandatory standards are prohibited from leaving the factory, being sold, and being imported. 9.1.2 Recommended standards should be strictly implemented by enterprises once adopted; 9.1.3 The enterprise product standards and other enterprise standards that have been filed should be strictly implemented; 9.1.4 The technical requirements for export products shall be implemented in accordance with the contract agreement. 9.2 General procedures and methods for implementing standards
9.2.1 Formulate a plan for implementing standards
The main contents of the plan for implementing standards include: the method, content, steps, responsible personnel, start and end time, and requirements to be met for implementing standards.
9.2.2 Preparation for the implementation of standards
一Establish corresponding organizations to organize and coordinate the implementation of standards; 一Promote and explain standards to relevant personnel; 一Carry out technical preparations, and if necessary, carry out technical research or technical transformation; 一Carry out material preparations to create material conditions for the implementation of standards. 9.2.3 Implementation of standards
According to the different characteristics of technical standards, management standards, and work standards, on the basis of preparatory work, each department shall organize the implementation of relevant standards in each link.

10 Supervision and inspection of standard implementation
10.1 Contents of supervision and inspection
10.1.1 Whether the quality, labeling and packaging of the products produced by the enterprise meet the requirements of relevant standards. 10.1.2 The implementation of standards in the production process and various management work. 10.1.3 Whether the development of new products, improvement of products, technical transformation, and introduction of technology and equipment by the enterprise meet the requirements of relevant national standardization laws, regulations, rules and relevant mandatory standards. 10.2 Supervision and Inspection Management System
The supervision of standard implementation in an enterprise generally adopts a management system that combines unified leadership and division of labor. That is, under the leadership of the factory director (manager): the standardization management organization shall uniformly organize, coordinate and assess, and the relevant departments shall supervise and inspect the implementation of relevant standards according to their professional division of labor.
10.3 Supervision and Inspection Methods
10.3.1 Product standards (including standards for raw materials, parts, components, outsourcing, outsourcing parts, semi-finished products, product identification, packaging, etc.) shall be supervised, inspected and handled by the enterprise quality inspection agency in accordance with the technical requirements, test methods and inspection rules stipulated in the relevant standards. 4

10.3.2 The implementation of relevant technical standards and management standards in the production process and various management tasks shall be supervised and inspected by the relevant departments in accordance with the professional division of labor and the requirements of the standardization management organization, and any violation of the standards shall be corrected and handled. 10.3.3 The implementation of work standards of each department shall be assessed by the leaders of the enterprise: The implementation of work standards of various personnel shall be assessed by the leaders of their departments. The assessment results of work standards shall be linked to the economic responsibility system. 10.3.4 Standardization review is a major form of supervision and inspection of the implementation of standards, and shall be reviewed by the enterprise standardization organization (or full-time and part-time standardization personnel).
10.3.4.1 All drawings and technical documents of the enterprise shall be subject to standardization review by full-time and part-time standardization personnel, and the drawings and technical documents that meet the standardization requirements shall be signed.
10.3.4.2 When an enterprise develops new products, improves products, conducts technological transformation, and introduces technology and equipment, it shall put forward standardization requirements and conduct standardization review in accordance with relevant national regulations and in light of the specific circumstances of the project. 11 Adoption of international standards and foreign advanced standards 11.1 Principles
11.1.1 It shall comply with the provisions of relevant laws and regulations of my country, safeguard national security, prevent deception, protect human health and personal and property safety, protect the life and health of animals and plants, protect the environment, be suitable for my country's climate, geographical conditions and rational use of resources, and be technologically advanced, economically reasonable, safe and reliable.
11.1.2 Where there are international standards (including international standards that are about to be formulated) but national standards and industry standards have not been adopted, enterprises are encouraged to formulate enterprise standards based on them. Where there are no international standards or international standards cannot meet the needs, foreign advanced standards should be actively adopted. 11.1.3 Safety standards, health standards, environmental protection standards and standards required for trade in international standards should be adopted first and coordinated with relevant standards.
11.1.4 When adopting product standards, relevant standards that match them should be adopted at the same time. 11.1.5 Adoption of standards should be combined with the introduction of technology, technological transformation and new product development of enterprises. 11.1.6 For Chinese standards that adopt international or foreign advanced standards, effective measures should be taken to implement them. 11.2 Working steps
