1 Scope
GB/T 39055 specifies the terms and definitions related to the supervision of the manufacture and installation of mechanical parking equipment, the basic requirements for equipment supervision services, supervision during the manufacturing phase, supervision during the installation phase, and the requirements for supervision documents.
GB/T 39055 is applicable to various mechanical parking equipment defined in GB/T 26476 (hereinafter referred to as "parking equipment").

3 Terms and Definitions
The following terms and definitions defined in GB/T 19000, GB/T 26429 and GB/T 26476 apply to this document. For ease of use, some terms and definitions in GB/T 26429 are repeated below.

Plant Engineering
Engineering with equipment as the main construction content, including planning, design, procurement, manufacturing, installation, commissioning and other processes.
Note 1: Plant engineering also includes overhaul and technical transformation of equipment systems.
Note 2: In actual applications, plant engineering may be referred to as plant engineering projects.

4 Basic requirements for equipment supervision services
4.1 Planning for the implementation of equipment supervision services
4.1.1 Clarify the methods, means, record requirements and resources used for supervision services and form documents. Analyze the contract, identify relevant laws, regulations and standards, analyze the information of the supervised unit and the technical, management and resource status of the equipment supervision unit, prepare a quality plan, and prepare supervision details and other work guidance documents in a timely manner. 4.1.2 Based on the parking equipment procurement contract, supervision contract and relevant agreements, consider the quality assurance system of the supervised unit, determine the general requirements for inspection, review, verification, witnessing, etc., and determine the methods and means for inspecting equipment projects. According to the requirements of Chapter 5 and Chapter 6, determine the supervision control points and methods related to quality. The main supervision content and witnessing methods of the manufacturing stage supervision are shown in Appendix A, and the main supervision content and witnessing methods of the installation stage supervision are shown in Appendix B. 4.1.3 Determine the basis for supervision control such as inspection, review, verification, and witnessing, identify and determine the standard specifications and technical requirements for manufacturing, installation, testing, and inspection, and document them.
4.1.4 When applicable, confirm the quality plan of the equipment supervision service project with the client, the supervised unit or other relevant parties. 4.2 Provision of equipment supervision services
4.2.1 The main processes of supervision service provision related to contract management, quality, cost, schedule, communication and other processes and other service processes such as procurement should be controlled in accordance with the requirements of 4.1, and the support processes for the provision of supervision services should be controlled. The scope and content of the equipment supervision service for a specific supervision project shall be determined by the supervision contract.
4.2.2 The quality management system and relevant qualifications of the supervised unit shall be verified, and the qualifications of relevant personnel shall be checked. 4.2.3 If any non-conformity or quality hazard is found, the supervised unit shall be required to deal with it in a timely manner and take corrective measures, and the disposal results and corrective measures shall be verified. If any serious non-conformity is found, it shall be reported to the client in a timely manner; if the supervised unit refuses to rectify or delays, it shall be reported to the client in a timely manner.
4.3 Control of equipment supervision services
The supervision service shall be monitored in accordance with the service quality standards of the equipment supervision unit, and a documented procedure shall be prepared to specify the responsibilities, procedures, and content, frequency, and records of monitoring and measurement. Organize the project supervision organization, other departments of the equipment supervision unit, or the client to monitor the compliance of the quality plan execution. Sampling inspections may be adopted to adjust resource provision in a timely manner and continuously improve supervision services. 5 Supervision of the manufacturing stage
5.1 Before manufacturing
Pre-manufacturing supervision should at least include the following:a) Review the qualifications of manufacturing-related personnel;
b) Review relevant standards and specifications, equipment design documents, and main process plans:2
c) Review the control system and implementation of the suppliers and subcontractors of the supervised unit; Review the inspection system of the supervised unit and check the relevant forms of the supervised unitd)
Review the inspection plan, procurement plan and production plan;e
f)
Conduct supervision briefing to the supervised unit.
5.2 Raw materials
Raw materials supervision should at least include the following:GB/T39055—2020
a) Check the compliance of raw materials with design drawings or technical specifications, on-site storage conditions, markings and appearance quality;b) Review the quality certification documents of the main raw materials and welding materials of structural parts;c) Review the factory inspection records of the main raw materials and welding materials. 5.3 Major purchased parts
Supervision of major purchased parts shall at least include the following contents: a) Check the brand, model, specification, parameter, quantity, origin, etc. of major purchased parts for conformity with the design drawings and technical specifications; b) Check the on-site storage conditions, markings and appearance quality of major purchased parts; c) Review the quality certification documents, performance reports and re-inspection reports of major purchased parts. Note: Major purchased parts generally include motors, brakes, reducers, fall prevention devices, major control components, electrical protection components, chains, sprockets, wire rope drums, pulleys, gears, racks, bearings, high-strength bolts, etc. 5.4 Welding Welding supervision should at least include the following: a) Check the qualification of welding operators, non-destructive testing institutions and personnel qualifications; b) Review the brand and specifications of welding rods, welding wires, flux and steel materials; Check the implementation of welding process and quality inspection; c) d) Check the appearance quality of welds; e) Review the non-destructive testing report of welds. 5 Surface coating and anti-rusting Surface coating and anti-rusting supervision should at least include Include the following: Check the conformity of surface treatment and painting with process documentsa)
Check the conformity of material surface treatment before painting with process documents;b)
c)
Check the thickness of component coating;
d)
Check the adhesion of paint film;
Check the appearance quality of coating surface;
Check the color of coating;
g)
Check the anti-rust measures adopted on the exposed processed surface before leaving the factory. 5.6
6Main components
Supervision of main components shall at least include the following:a) Review the inspection records or reports of main components;b) Check the key dimensions of main components;
c) Check the assembly quality of main components.

Note 2: When the main components are purchased from outside, they shall be implemented in accordance with the provisions of 5.3. Electrical equipment
Electrical equipment supervision shall at least include the following: Check the laying of wires and cables and the end markings or numbers; a
b) Check the markings of instruments, buttons, and operating switches; c) Check the protection measures of the motor, including short circuit, phase loss, phase error, and overload protection; d) Check the isolating switches and emergency stop switches of electrical equipment; review the factory test reports of electrical equipment such as electric control cabinets e)
6 Supervision during the installation phase
Before installation
Pre-installation supervision shall at least include the following: a) Review the qualifications of the installation unit and personnel, and check the qualifications of special equipment and operators on site; Review the installation plan, installation process and factory test outline; b)
Check the calibration and verification status of testing tools, instruments, meters, etc.; c)
Check the installation conditions of parking equipment;
Review the factory documents of parking equipment components
Metal structural parts
The installation supervision of metal structural parts should at least include the following: a)
Review the self-inspection records after the connection between the columns and beams of metal structural parts; b)
Check the installation quality of metal structural parts, including: verticality tolerance, parallelism tolerance, diagonal length tolerance, column spacing deviation, etc.: Check the limit deviation of the upper surface height of different rows of parking spaces on the same floor; c)
Check the installation quality of anchor bolts;
e)
Check the compliance of the installation process of high-strength bolts with the process documents, and check the torque of high-strength bolts. 6.3 Components
6.3.1 Guide rails
Guide rail supervision shall at least include the following contents: Check the installation firmness of the guide rails and their accessories on the shaft or metal structure; a)

Check the measures to prevent the guide rail accessories from loosening or rotating and causing the guide rail to loosen; c) Check the joints and staggered distances of each parallel guide rail; d)
Check the installation quality of the embedded parts of the fixed guide rail bracket; e)
When the buffer is fully compressed by the counterweight, check the safety distance of the guide rail on the other side; Check the verticality deviation of the working surface of each row of guide rails (including the side and top surfaces); f)
Check the distance deviation between the top surfaces of the two guide rails
g)
h) Check the height difference, side misalignment and transition smoothness of the guide rail joints. 6.3.2 Track
Track supervision shall at least include the following contents:4

Check the height difference on the same vertical section of the two running tracks; check the height difference, lateral misalignment and transition smoothness of the joints of the running tracks;b)
Check the horizontal installation deviation of the track;

Check the vertical installation deviation of the running trackd)
6.3.3
Counterweight device
Supervision of the counterweight device shall at least include the following contents:a)
Check the weight of the counterweight for compliance with the design documentsb) Check the fixation of the counterweight;
c) Check the anti-slip device.
6.3.4 Turntable
Turntable supervision should at least include the following contents: b) Check the horizontality of the turntable;
Check the height difference of the turntable parking surface and the horizontal gap between the edge of the turntable and the edge of the pit; b)

Check the setting of the turntable in the turntable conversion area or work area, the operation of the turntable, and the gap between the turning track of the car parked on the turntable and the surrounding obstacles.
6.3.5 Passageway
Channel supervision shall at least include the following contents:a)
Check the size of the entrance;
b) Check the setting and size of the pedestrian passage;c)
Check the quality of door installation
6.3.6 Wire rope
Wire rope supervision shall at least include the following contents:Check the specifications of the wire rope used for lifting equipment
a)
Check the fixed connection of the wire rope end;b)
When the transporter or carrier plate is in the lowest working position, check the number of turns of the wire rope on the drum (except the number of turns for fixing the rope tail).
6.3.7
Sprocket and chain
Sprocket and chain supervision should at least include the following: a) Check the specifications of the sprocket chain;
b)
Check the thread surface quality of the chain rod; c)
Check the installation firmness of the anti-chain derailment device or tensioning device; d)
Check the safety protection shell at the meshing point of the sprocket and chain. 6.3.8
Hydraulic system
Hydraulic system supervision shall at least include the following contents: a) Check the installation of the hydraulic system;
Check the operation of the hydraulic system;
b)
c) Check the hydraulic system pressure loss safety protection device;5

Safety protection device
Supervision of safety protection device shall at least include the following contents: Check the height of the vehicle arresting device;

The supervision of electrical equipment installation shall at least include the following contents:a)

6 Functional test
Functional test supervision should at least include the following contents: a)
Witness the operation of each moving mechanism
Witness the linkage of each moving mechanism;
Check the running stop error and leveling error; Witness the test of the following safety protection devices
Emergency stop switch;

Device to limit the length, width and height of the vehicle;
Check the locking device of the vehicle loading plate;
Warning device;
Device to detect the wrong person of a person and a vehicle;
