This standard is a revision of JB329883 based on ISO509:1996 "Main Dimensions of Pallet Trucks" of the International Organization for Standardization. The product dimensions are not equivalent to ISO509, and at the same time, it includes technical requirements, test methods, etc. According to the requirements of GB/T1.1—1993, this standard adds two chapters when revising JB3298—83: Scope and Reference Standards, and divides the test methods and inspection rules into two chapters, test methods and inspection rules. The entire standard has seven chapters. This standard has added several new technical indicators and requirements, and has made certain modifications to the content of quality management. This standard will replace JB3298-83 from the date of implementation. This standard is proposed and managed by the Beijing Hoisting and Conveying Machinery Research Institute of the Ministry of Machinery Industry. This standard specifies the type and basic parameters, technical requirements, test methods, inspection rules and signs, packaging and transportation of manual hydraulic pallet trucks.
This standard applies to manual hydraulic pallet trucks with a rated lifting capacity of 1000-3000kg (hereinafter referred to as pallet trucks). Cited Standards

4 Technical requirements
4.1 General requirements
JB/T3298-1996
Pallet trucks shall comply with the requirements of this standard and be manufactured according to the drawings and technical documents approved by the prescribed procedures. 4.2 Environmental conditions
4.2.1 The ambient temperature when the pallet truck is working is -20~+45℃. 4.2.2 The road surface on which the pallet truck operates should be a flat concrete or asphalt road surface. 4.3 Performance in use
4.3.1 The lifting process of the pallet truck shall meet the requirement of ±5% of the design value. 4.3.2 The operating force of the pallet truck handle shall not be greater than 400N. 4.3.3 The starting resistance of the pallet truck at rated load shall meet the requirements of Table 3. Table 3

4.3.4 The minimum turning radius of the pallet truck shall meet the requirement of ±3% of the design value. 4.3.5 The deadweight of the pallet truck shall meet the requirement of ±3% of the design value. 4.3.6 The pump volumetric efficiency of the pallet truck at rated load shall not be less than 92%2000
4.3.7 When the pallet truck is at rated load, the natural downward movement of the fork in 10 minutes shall not be greater than 1mm. 4.3.8 The descending speed of the pallet truck fork shall be controllable. 4.3.9 The maximum descending speed limit time of the pallet truck at rated load shall not be less than 1s4.3.10 The parallelism of the two fork plates of the pallet truck is 5mm. 4.3.11 The relative position of the planes on the two fork plates of the pallet truck is 5mm. 4.3.12 Reliability

After the pallet truck has been lifted continuously for 500 times and run 20 circles to the left and right under the conditions of rated load, defects such as weld cracking, permanent deformation of the frame, debonding, cracks, deformation, etc. that affect the normal operation of the whole machine are not allowed. The volumetric efficiency should not be less than 90%. 4.4 Safety
4.4.1 After the pallet truck is overloaded by 25%, the hydraulic system must not have oil leakage; the frame must not have permanent deformation; the wheels must not have cracks; and the whole machine works normally.
4.4.2 Before the pallet truck leaves the factory, the safety valve must be adjusted to the fully open position when overloaded by 20%. 4.5 Painting
4.5.1 The appearance of the pallet truck should be painted evenly, finely, brightly, completely and in uniform color, and should not have defects such as roughness, paint leakage, paint mismatch, wrinkles, pinholes and severe sagging.
4.5.2 The steel of metal components shall be derusted before painting and shall meet the St2 grade specified in GB/T8923. 4.5.3 The adhesion of the paint film of the pallet truck shall meet the grade 2 quality requirements specified in GB9286. 4.6 Materials
The materials used for the forks and frames of the pallet truck must have high strength and durability. 3
4.7 Welding

4.7.1 The bevel of the weld of the pallet truck shall comply with the provisions of GB985 and GB986, and special joints shall be indicated on the drawings. 4.7.2 There shall be no obvious defects visible to the naked eye during the external inspection of the weld of the pallet truck. There shall be no defects such as cracks, holes, solid slag, unfused, incomplete weld, shape, etc.
4.8 Assembly
4.8.1 All parts of the pallet truck must be inspected and qualified; purchased parts must have a certificate of conformity before assembly. 4.8.2 The moving mating surfaces of the pallet truck's oil cylinder and piston, piston rod, pump body and pump core, etc. and their sealing components are not allowed to have scratches and defects that affect the sealing performance.
4.8.3 The handle, wheel, oil cylinder and plunger of the pallet truck should move lightly and no jamming is allowed. The lifting cylinder and plunger should rise and fall smoothly within the full stroke under rated load and no-load conditions: especially when there is no load, the fork should be able to freely drop from the highest position to the lowest position.
4.9 Others
4.9.1 The limit deviation of the dimensions without tolerances on the pallet truck drawing shall be manufactured in accordance with the relevant provisions of GB/T1804. 4.9.2 If the pallet truck is used in accordance with the relevant provisions of GB/T1804, the manufacturer shall repair or replace it free of charge if the use is affected by manufacturing defects within 12 months from the date of delivery, including a usage period of no more than 6 months, provided that the user complies with the storage and use rules. 5 Test method
5.1 Preparation before the test
5.1.1 Purpose of work
Before the pallet truck is tested, it should be in normal technical condition to ensure the correctness of the test results: In order to ensure safety and smooth progress of the test, various hidden dangers should be eliminated to avoid accidents. 5.1.2 Work items
5.1.2.1 Acceptance of pallet trucks
5.1.2.1.1 Registration of product certificate, manufacturer name, product model, product number and date of manufacture, etc. 5.1.2.1.2 Check the integrity of each assembly, component and accessory of the pallet truck, and check whether there are any missing, wrongly installed or damaged components, and record the situation.
5.1.2.1.3 Check whether the hydraulic system has any oil leakage. 5.2 General test conditions
5.2.1 The test environment temperature is 10~35℃. 5.2.2 The relative humidity of the air is not more than 90%
5.2.3 The surface of the test site should be flat and clean, and should be concrete or asphalt pavement with a slope of no more than 0.5%, and the area should be sufficient for the pallet truck to make an empty circle rotation.
5.2.4 The test instrument must be calibrated and verified before the test to achieve the specified measurement accuracy (no repeated verification is required within the validity period). 5.2.5 The test load should be evenly distributed on the entire surface from the fork root to the center of the front wheel. 5.3 Lifting Process
When the pallet truck is in rated load state, after the fork is lifted from the lowest position, shake the handle continuously with the maximum amplitude for 5 times, measure the lifting height of the fork with a height gauge, and take the average value of the 5 times as the lifting process. 4
5.4 Minimum Turning Radius

5.4.1 Make the steering wheel axis of the pallet truck perpendicular to the front wheel axis (take the maximum turning angle if the steering angle is less than 90 degrees) and turn it left and right for one circle respectively, draw the movement trajectory of the steering wheel, find the center, and then use a heavy hammer and hanging line to draw the projection of the outermost point on the ground with the outermost point of the pallet truck in motion. Use a steel tape measure to measure the distance from the center to the projection of the outermost point as the minimum turning radius. 5.4.2 Measure 3 times on the left and right respectively, and take the average value as the measurement result. 5.5 Handle operating force
When the pallet truck is under rated load, after the fork leaves the lowest position, use a hand dynamometer (or spring scale) to measure the maximum operating force of the handle along the tangent direction of the handle, and measure it 3 times in total to take the average value as the handle operating force. 5.6 Starting resistance
When the pallet truck is under rated load, make the wheels in the same direction as the running direction, place it on the measuring platform (iron plate) for 5 minutes, and then use a hand dynamometer (or spring scale) to pull the pallet truck horizontally at the handle to measure the hand dynamometer pulling force value when the pallet truck starts. Measure once in each direction, and take the average value as the starting resistance of the pallet truck. 5.7 Pump volumetric efficiency
When the pallet truck is under rated load, open the oil inlet valve, make the fork leave the lowest position, and shake the handle continuously with the maximum amplitude 5 times to measure the lifting height h of the fork, and then use a height gauge (or caliper) to measure the maximum actual stroke h of the pump core to calculate the volumetric efficiency. h—lifting height of the fork when the handle is shaken 5 times, mm; hz—maximum actual stroke of the pump core, mm. The volumetric efficiency is measured 3 times and the average value is taken.
5.8 Natural descent of the fork
When the pallet truck is at rated load, the fork is lifted to about (HG)/2. After 3 minutes, the height gauge is used to measure the descent value of the fork in 10 minutes. The average value is taken as the natural descent of the fork after 2 measurements. 5.9 Controllable fork descent speed
When the pallet truck is unloaded, the descent speed is different when the control valve is in different positions, which is defined as controllable descent speed5.10 Maximum descent speed limit time
When the pallet truck is in rated load state, raise the fork to the highest position, quickly open all the descent valves, and use a stopwatch to measure the time it takes for the fork to descend to the lowest position. Measure 3 times in total and take the average value as the maximum descent speed limit time5.11 Parallelism of the two fork plates
When the unloaded fork of the pallet truck is in the lowest position, park it on the measuring platform, measure the outer distance of the two fork plates 20mm from the root and the outer distance of the two fork plates at the center of the front wheel axle, respectively. The difference between the two distances is the parallelism of the two fork plates, and measure 2 times in total and take the average value. 5.12 Relative position of the planes on the two fork plates
The unloaded fork of the pallet truck is in the lowest position and parked on the measuring platform. The height difference between the two fork plates at 20mm from the root and the center of the front wheel axle is measured respectively. The larger value is taken as the relative position of the two fork plates. 5.13 Reliability

The pallet truck is in the rated load state. Shake the handle to raise the fork from the lowest position to the highest position, then open the return oil valve and lower the fork to the lowest position as one lifting process. Lift and lower continuously for 500 times; then make the pallet truck fork in the lowest position, turn left and right at the minimum turning radius at rated load for 20 circles each, then let it stand for 10 minutes, check whether there is any abnormality in each part, and then measure the pump volumetric efficiency according to 5.7. During the entire reliability test process, if a fault occurs, the test should be terminated. Record the fault content and the number of times the lift is made. 5.14 Overload 25% test
When the pallet truck is under 1.25 times the rated load, the fork should reciprocate within the full stroke for no less than 5 times. After unloading, check the hydraulic system for oil leakage, the frame for desoldering, and the wheels for cracks. Check whether the whole machine is working normally. Note: If more than 2 drops of oil are dripped after 10 minutes of static placement, it is considered to be leaking. 5.15 Overload 20% test
When the pallet truck is under rated load, it must meet the requirements of the lifting process in 3.2. It cannot lift under the condition of 20% overload. 5.16 Paint film adhesion
The paint film adhesion of the pallet truck is carried out according to the method in GB9286. 5.17 No-load test
When the pallet truck is under no-load condition, open the oil inlet valve, shake the handle evenly up and down, and the fork can rise smoothly to the maximum height, then open the oil return valve, and the fork can evenly drop to the lowest position. During the whole process of fork lifting and lowering, there shall be no jamming or abnormal sound. 6 Inspection rules
6.1 Inspection classification
The inspection classification of pallet trucks is: factory inspection, periodic inspection and type inspection. 6.1.1 Factory inspection
Factory inspection must be carried out before pallet trucks are delivered. 6.1.2 Periodic inspection
Samples of qualified products should be taken for inspection within three months. 6.1.3 Type inspection
It is used to assess whether the product fully complies with the standard provisions and whether it meets the design requirements, and to provide identification basis for product finalization. Type inspection must be carried out in one of the following situations: a) Trial type identification of new products or old products transferred to the factory for production; b) After formal production, if there are major changes in structure, materials, and processes, which may affect the performance of the product; when resuming production after long-term suspension;
d) When there is a big difference between the factory inspection result and the last type inspection result; e) When the national quality supervision agency proposes a type inspection requirement. 6.2 Inspection Items
Pallet truck inspection items are shown in Table 4.
6.3 Sampling
6.3.1 There are 2 type inspection prototypes, one of which is for reliability test. 6.3.2 Regular inspection shall adopt random sampling scheme, the number of master samples shall not be less than 15 units, and 1 unit shall be sampled. 6.4 Judgment Rules

When the test results of each test meet the standard requirements, the product is judged to be qualified. If there are unqualified items, double sampling and single item testing can be carried out. If the test results still do not meet the standard requirements, it is judged to be unqualified. Table 4

7 Marking, packaging and transportation

7.1 Each pallet truck should have a product label fixed in a conspicuous position. Its type and size should comply with the provisions of GB/T13306 and indicate the following:

Pallet trucks must be properly packaged when leaving the factory to ensure that the pallet trucks are not damaged or corroded and meet the requirements of transportation. 7.2
7.3 The following documents and spare parts are attached to the product when it leaves the factory: a) Product certificate; b) Instructions for use and maintenance; c) Packing list; d) Consumable seals.
