According to the requirements of the Ministry of Construction's Document No. (90) 407, the "Standard for Inspection and Assessment of the Quality of Ancient Building Construction Projects" (Southern Region), edited by the Suzhou Real Estate Administration Bureau, has been reviewed and approved as an industry standard with the number CJJ70-96, which will be implemented on May 1, 1997.
This standard is under the unified management of the Shanghai Housing Science Research Institute, the technical unit responsible for real estate standards of the Ministry of Construction, and the specific interpretation and other work are the responsibility of the editorial unit. The Standard and Quota Research Institute of the Ministry of Construction organizes the publication.

2.1 Division of Engineering Quality Inspection and Evaluation
2.1.1 The quality of ancient building repair and construction projects shall be inspected and evaluated according to the division of sub-items, divisions and unit projects.
2 The division of sub-items and sub-projects of the ancient building repair and construction project shall comply with the following provisions: 2.1.2.1 Sub-items: shall be divided according to the main types of work such as earthwork, bricklaying, large wooden frame production, and large wooden frame repair. 2.1.2.2 Sub-projects: shall be divided according to the main parts such as foundation and foundation engineering, main engineering, ground and floor engineering, wood decoration engineering, decoration engineering, and roof engineering. The main sub-projects in low-rise and multi-story housing projects shall be divided into sub-projects according to floors (sections), the main sub-projects in single-story housing shall be divided into sub-projects according to deformation joints, and the sub-projects of other sub-projects may be divided according to floors (sections). When evaluating the quality of each sub-project, its sub-projects shall participate in the evaluation. 2.1.2.3 The sub-projects of the repair project shall be divided according to the main items of the repair project. 2.2 Levels of Engineering Quality Inspection and Assessment
2.2.1 The quality of the sub-items, sub-divisions and unit projects of this standard are divided into two levels: "qualified" and "excellent".
2.2.2 The quality grade of sub-projects shall comply with the following provisions: 2.2.2.1 Qualified:
(1) Guaranteed projects shall comply with the provisions of the corresponding quality inspection and assessment standards; (2) Each sampled item of the basic project shall comply with the qualified provisions of the corresponding quality inspection and assessment standards;
(3) Among the sampled points of the allowable deviation items, 70% or more of the actual measured values of the construction project shall be within the allowable deviation range of the corresponding quality inspection and assessment standards. 2.2.2.2 Excellent:
(1) Guaranteed projects shall comply with the provisions of the corresponding quality inspection and assessment standards; (2) Each sampled item of the basic project shall comply with the qualified provisions of the corresponding quality inspection and assessment standards; if 50% or more of the items meet the excellent requirements, the item is excellent, and the number of excellent items shall account for 50% or more of the number of inspection items. (3) Among the sampled points of the allowable deviation items, 90% or more of the actual measured values shall be within the allowable deviation range of the corresponding quality inspection and assessment standards. 2.2.3 The quality level of the sub-projects shall meet the following requirements: 2.2.3.1 Qualified: The quality of all sub-projects included is qualified. 2.2.3.2 Excellent: The quality of all sub-projects included is qualified, of which 50% or more are excellent.
2.2.4 The quality level of the unit project shall meet the following requirements: 2.2.4.1 Qualified:
(1) The quality of all sub-projects included shall be qualified; (2) The quality assurance documents shall be basically complete;
(3) The score rate of visual quality assessment shall reach 70% or more. 2.2.4.2 Excellent:
(1) The quality of all sub-projects included shall be qualified, of which 50% or more shall be excellent, including the main body and wood decoration sub-projects;(2) The quality assurance data shall be basically complete;
(3) The visual quality assessment score rate shall reach 85% or more. Note: The visual quality assessment shall not be conducted for outdoor unit projects. 2.2.5 When the quality of a sub-project does not meet the requirements of the corresponding quality inspection and evaluation standards, it must be handled in a timely manner and its quality grade shall be determined in accordance with the following provisions: 2.2.5.1 The quality grade of reworked works may be reassessed; 2.2.5.2 If it is able to meet the design requirements after reinforcement or appraisal by a statutory testing unit, its quality shall only be rated as qualified; 2.2.5.3 If it fails to meet the original design requirements after appraisal by a statutory testing unit, but is recognized by the design unit as being able to meet the structural safety and functional requirements and does not need to be reinforced, or if reinforcement changes the external dimensions or causes permanent defects, its quality may be determined as qualified. 2.2.6 When the quality of a sub-project in a sub-project does not meet the requirements of the qualified standards but meets the requirements of Section 2.2.5.3 of this standard, the sub-project shall not be rated as excellent. 2.3 Engineering Quality Inspection and Assessment Procedure and Organization 2.3.1
The quality of sub-projects shall be assessed by the construction unit and relevant personnel organized by the unit project leader on the basis of the team's self-inspection, and shall be verified by a full-time quality inspector. The sub-project quality inspection and assessment form shall adopt the unified format of Appendix A of this standard. 2.3.2 The quality of sub-projects shall be assessed by the construction unit and relevant personnel organized by the technical leader equivalent to the first level of the construction team, and shall be verified by a full-time quality inspector. Among them, the quality of the foundation and foundation, main body, roof, and wood decoration sub-projects shall be verified by the enterprise's technical department and quality supervision department.
The sub-project quality inspection and assessment form shall adopt the unified format of Appendix B of this standard. 2.3.3 The quality of unit projects shall be inspected and assessed by the construction unit, design and other units and relevant departments of the enterprise organized by the enterprise's technical leader, and the relevant assessment materials shall be submitted to the local engineering quality supervision or competent department for verification.
