This standard specifies the procedure and implementation method of single sampling inspection of standard type by counting with the percentage of batch defective products as the quality index, and is applicable to the sampling inspection of single batch quality assurance. This standard replaces GB/T13262-1991 "Standard single sampling inspection procedure and sampling table of defective product rate by counting". At present, the International Organization for Standardization (ISO) has not promulgated such a standard. This standard refers to the Japanese standard JISZ9002. Compared with the Japanese standard JISZ9002, the changes in technical content mainly include:

GB/T13262-2008
The sampling scheme designed by this standard is a standard bundle sampling scheme, which can be used for sampling inspection of an isolated batch of products without using previous data, so it is also called single batch quality assurance sampling inspection. The sampling scheme specified in the standard controls the probability of two kinds of misjudgment at the same time. When the user has strict requirements on the quality of each batch of products, or has no knowledge of the quality history of the products provided by the supplier, it is appropriate to adopt this kind of scheme.
The scope of application of this standard is different from that of G3/T2828.1-2003. GB/T2828.1-2003 is applicable to acceptance sampling of continuous batches, but not to sampling inspection of isolated batches. The main reason is that GB/T2828.1-2003 is retrieved by acceptance quality limit AQL. The scope of application of this standard is different from that of ISO2859-2. The main reason is that ISO2859-2 is retrieved by limit quality LQ. The sampling inspection procedure specified in this standard is for isolated batches. This standard designs some rules so that when the actual quality level of the batch meets the qualified quality level, the risk of not accepting the batch is very small. If it is also required that when the actual quality level of the batch does not meet the qualified quality level, the risk of accepting the batch is also very small, a larger sample size must be required. In order to make the sample size appropriate, it is allowed that when the actual quality level does not meet the qualified quality level, the risk of accepting the batch is slightly higher. 1 Scope

This standard specifies the procedure and implementation method of standard type of counting for percentage of nonconforming products as the quality indicator, and is applicable to the sampling inspection of single batch quality assurance. This standard is applicable to the situation when the batch size of the inspection batch is greater than 250 and the ratio of batch size to sample size is greater than 10. When the batch size is less than 250 or the ratio of batch size to sample size is not greater than 10, the sampling plan retrieved by this standard is approximate, and it is recommended to determine the sampling plan according to the method specified in CB/13261.
The risk of the producer specified in this standard is a=0.05, and the risk of the user is β=0.10. The sampling scheme provided in this standard can be used for (but not limited to) the following products (outputs): final products: parts and raw materials: operations; work-in-progress: inventory; maintenance operations; data or records; management procedures. 2 Normative references The clauses in the following documents are incorporated into this standard through reference. Implementation of sampling inspection
5.1 Specify the quality characteristics of unit products
In technical standards or contracts, the quality characteristics that need to be sampled for unit products should be specified with the criteria for judging whether they are qualified or not. 5.2 Specify the classification of unqualified quality characteristics and the classification of non-conforming products. 5.2.1 Classification of unqualified quality characteristics
Usually, according to the importance of the unit product quality characteristics or the severity of the non-conformity of the quality characteristics, non-conformities are divided into three categories: Class A, Class B and Class C. Class A non-conformity is the most concerned type of non-conformity, and Class B non-conformity is a type of non-conformity with a lower degree of concern than Class A. According to the actual situation of the product: it can also be divided into less than three categories or more than three categories of non-conformity. 5.2.2 Classification of non-conforming products
According to the classification of unqualified product quality characteristics, the categories of non-conforming products are divided respectively. Nonconforming products are usually classified according to the severity of the nonconformity, for example:
Class A contains one or more nonconforming products of Class A, and may also contain nonconforming products of Class B and (or) Class C. Class B contains one or more nonconforming products of Class B, and may also contain nonconforming products of Class C, but does not contain nonconforming products of Class A.
5. 3 Provisions on producer risk quality and user risk quality 5.3. 1 Provisions on producer risk quality
For batch-produced products, the batch quality requirements (qualified quality level) of the products shall be specified in the product technical standards. The producer risk quality shall be determined by negotiation between the producer and the user based on the requirements for batch quality in the product technical standards; generally speaking, the producer risk quality shall be equal to the qualified quality level. Different production risk qualities shall be specified for different nonconforming product categories. The production risk quality specified for Class A nonconforming products shall be less than that for Class B nonconforming products. The production risk quality specified for Class C nonconforming products shall be greater than that for Class B nonconforming products. 5.3.2 Provisions for user risk quality
GB/T 13262--2008
User risk quality shall be determined by negotiation between the production party and the user based on the requirements for batch quality in the technical standards, taking into account factors such as protection of user power and the economy of sampling. Different user risk qualities shall be specified for different nonconforming product categories. Generally, the user risk quality specified for Class A nonconforming products shall be less than that for Class B nonconforming products. The user risk quality specified for Class C nonconforming products shall be greater than that for Class B nonconforming products. 5.4 Composition of inspection batch
Unit products are simply collected to form an inspection batch. The inspection batch can be the same or different from the production batch, sales batch, and transportation batch, but it should be composed of unit products of the same type, specification model, and basically the same process conditions and production time. The composition of the batch, the batch size, and the method of identifying the batch, etc., should be determined by negotiation between the manufacturer and the user. 5.5 Retrieval of sampling plan
In Table 1, the sampling plan is read from the intersection of pc and p. The value on the left side of the column is the sample size n, and the value on the right side is the acceptance number Ac. Note: ① According to the above inspection method, if the sample size exceeds the batch base, a gold number inspection should be carried out. ② When the batch size does not exceed 250, and the ratio of the sample size to the batch size is greater than 10%, the sampling plan retrieved from this standard is approximate and should be used with caution. It is recommended to determine the sampling plan according to the method specified in GB/T13264. Example 1: When the specified value is 1.05 (%) and the value is 3.00 (%), determine the sampling plan to be adopted. In Table 1, find (435, 8) in the intersection of the row where p is 1.05 (%) and the column where P1 is 3.00 (%). That is, the sampling plan with a sample size of 435 and an acceptance number of 8 is adopted. Example 2: When the specified value is 0.370 (%) + the order is 1.70 (%), determine the sampling plan to be adopted. From Table 1, find a row of 0.356 (%) ~ 0.400 (%) and a column of 1.61 (%) ~ 1.80 (%), and find (490, 4) in their intersection. That is, the sampling plan with a sample size of 490 and an acceptance number of 4 is adopted. 5.6 Sampling
The sample should be randomly selected from the entire batch, which can be done after the batch is formed or during the batch formation process. Note: There are many ways to randomly select samples. For example, sampling can be carried out according to the method specified in GI/T10111. 5.7 Inspection of samples
The samples are inspected one by one according to the tests, rat tests or other methods specified in the technical standards or relevant documents such as contracts to determine whether each unit product in the sample is qualified, and the total number of non-conforming products is accumulated. 5.8 Judgment criteria
According to the results of the sample inspection, if the number of non-conforming products found in the sample is less than or equal to the acceptance number, the batch is accepted; if the number of non-conforming products found in the sample is greater than the acceptance number, the batch is not accepted (the batch is considered to be non-conforming). 5.9 Disposal of inspection batches
The ordering party shall accept the batch judged to be accepted in its entirety and remove the non-conforming products in the sample; at the same time, the purchaser is allowed to propose certain additional conditions to the supplier on the basis of negotiation. If the batch has been accepted, the user has the right not to accept any non-conforming products found, regardless of whether the product constitutes part of the sample.
If there is any objection to the results of the sampling inspection, a re-inspection can be carried out. During the re-inspection, a full inspection can be carried out. The actual quality level of the batch can be obtained through the full inspection. When the actual quality level of the batch is inferior to the qualified quality level, the batch is an unqualified batch; when the actual quality level of the batch is better than the qualified quality level, the batch is a qualified batch.
