1 Subject Content and Scope of Application
This standard specifies the cosmetics inspection rules. This standard applies to the factory delivery inspection and type inspection of various types of cosmetics. 2 Reference Standards

3.1 Routine Inspection Items
QB/T 1684-93
Refers to the items that must be inspected for each batch of products, including physical and chemical indicators, sensory indicators, total bacteria count in hygiene indicators, weight indicators and appearance requirements. 3.2 Non-routine Inspection Items
Refers to the items that are not inspected batch by batch, such as other items in hygiene indicators except total bacteria count. 3.3 Appropriate Treatment
Refers to the process of selecting individual unqualified products from the entire batch of cosmetics without destroying the sales packaging. 3.4 Sample
Refers to the entire sampling volume of each batch.
3.5 Unit product
refers to a single piece of cosmetics, with bottles, tubes, bags and boxes as the piece-counting units. 4 Inspection classification
4.1 Delivery inspection
4.1.1 Before the product leaves the factory, the inspection department of the manufacturer shall inspect each batch according to the product standards. Only when it meets the standards can it be shipped. Each batch of products leaving the factory shall be accompanied by a certificate of conformity.
4.1.2 The consignee can take the delivery batch as a batch and inspect it according to the provisions of this standard. 4.1.3 Delivery inspection items are routine inspection items. 4.2 Type inspection
4.2.1 Under normal circumstances, it shall not be less than times per year. Type inspection shall also be carried out in the following circumstances. a.
When there are major changes in raw materials, processes, and formulas that may affect product performance; when the product resumes production after a long-term (more than 6 months) suspension; b.
When there is a significant difference between the factory inspection results and the last type inspection; when the national quality supervision agency proposes a type inspection requirement. 4.2.2

Products with the same process conditions, variety, specification, and production date are considered a batch. The consignee may also consider the products delivered at one time as a batch. 6 Sampling
6.1 Sampling for delivery inspection
6.1.1 Sampling for packaging appearance inspection items shall be sampled in accordance with the secondary sampling plan of GB2828. The classification of unqualified (defective) inspection level (IL) and qualified quality level (AQL) are specified in Table 1. Table 1

6.1.4 Sampling for sensory physical and chemical index and hygiene index inspection: randomly select corresponding samples according to the inspection items, and conduct inspections on various sensory physical and chemical indexes and hygiene indexes.
6.1.5 For weight (capacity) index inspection, randomly select 10 unit samples, and weigh their average values ​​according to the test methods in the corresponding product standards. 6.2 Sampling for type inspection
6.2.1 Routine inspection items in type inspection are based on the results of delivery inspection, and no repeated sampling is performed. 6.2.2 For non-routine inspection items in type inspection, 2 to 3 unit samples can be selected from any batch of products and inspected according to the methods specified in the product standards.
7 Judgment rules

7.1.1 When the hygiene index does not meet the corresponding standards, the batch of products shall be judged as unqualified and shall not be shipped. 7.1.2 When any of the sensory physical and chemical indicators does not meet the corresponding product standards, it is allowed to re-test the indicator and the supply and demand parties shall jointly sample. If it is still unqualified, the batch of products shall be judged as unqualified and shall not be shipped. 7.1.3 When the weight (capacity) index does not meet the corresponding product standards, it is allowed to double the re-test. If it is still unqualified, the batch of products shall be judged as unqualified.
7.1.4 When the appearance index is inspected, if the number of unqualified products in the first sample is less than or equal to A,, the appearance of the batch of products is judged to be qualified. When the number of unqualified products in the sample is greater than or equal to R,, the appearance of the batch of products is judged to be unqualified. When the first sample cannot be judged, the second sample shall be drawn. When the total number of unqualified products in the secondary inspection is less than or equal to A2, the appearance of the batch of products is judged to be qualified; when the total number of unqualified products is greater than or equal to R2, the appearance of the batch of products is judged to be unqualified.
7.2 Type inspection judgment rules
7.2.1 The judgment of routine inspection items in type inspection is the same as the judgment rules of delivery inspection. 7.2.2 When one of the non-routine inspection items in type inspection does not meet the requirements of the product standard, the entire batch of products is judged to be unqualified. 7.3: When the supply and demand parties have a dispute over product quality, the two parties shall jointly conduct sampling inspection in accordance with this standard, or entrust the superior quality inspection station to conduct arbitration inspection.
8 Transfer rules
8.1 Unless otherwise specified, normal inspection should be used at the beginning of the inspection. 8.2 From normal inspection to strict inspection
When normal inspection, if two batches in five consecutive batches fail the initial inspection (excluding the batch submitted for inspection again) , The next batch will be transferred to strict inspection.
8.3 From strict inspection to normal inspection
When strict inspection is carried out, if five consecutive batches pass the initial inspection (excluding the batches submitted for inspection again), the next batch inspection will be transferred to normal inspection.
9 Suspension and resumption of inspection
After the strict inspection begins, if the number of unqualified batches (excluding the batches submitted for inspection again) accumulates to five batches, the product delivery inspection will be temporarily suspended. After the inspection is suspended, if the manufacturer has indeed taken measures to make the batches submitted for inspection meet or exceed the standard requirements, the inspection can be resumed with the consent of the competent department. Generally, it starts with strict inspection. 10 Post-inspection disposal
10.1 For weight (volume) unqualified batches and Class B unqualified batches, the manufacturer is allowed to submit them for inspection again after appropriate treatment. The resubmission will be inspected according to the strict sampling plan. wwW.bzxz.Net
10.2 For Class C unqualified batches, the manufacturer will submit them for inspection again after appropriate treatment, and the inspection will be carried out according to the strict sampling plan or handled by negotiation between the supply and demand parties.
