This standard is proposed by the China Meteorological Administration and is under the jurisdiction of the Policy and Regulations Department of the China Meteorological Administration. The drafting unit of this standard is the Qinghai Provincial Meteorological Bureau. Foreword The main drafters of this standard are Li Haihong, Li Xifu, Zhang Haizhen, and Xiao Hongbin. GB/T 20482—2006 GB/T 20482—2006 China is one of the countries with the richest animal husbandry resources in the world. Grassland accounts for about 40% of the total land area, about 6 billion hectares, and the grassland availability rate is 68.1%. China's pastoral land is mainly distributed in Inner Mongolia, Qinghai, Xinjiang, Tibet, Gansu, Sichuan, Ningxia, Heilongjiang, Yunnan and Shaanxi provinces (autonomous regions). Snow disasters are one of the main meteorological disasters in pastoral areas in winter and spring. Because the disaster lasts for a long time and affects a wide range of countries, it often causes serious harm to the lives and property of local farmers and herdsmen, and directly threatens and restricts the development of animal husbandry production in pastoral areas. In formulating snow disaster standards for pastoral areas, meteorological conditions are the most important and fundamental factor. In addition, snow disasters are related to the abundance of pasture, livestock conditions, pasture types, pasture carrying conditions and the ability to withstand disasters. Recently, it is necessary to quickly assess the snow disasters in the vast pastoral areas. In addition to meteorological factors, other disaster-causing factors are also time and location. This standard is based on three indicators: the degree of pasture buried, the duration of accumulation and the ratio of the affected area. The disaster level is divided into four levels: light disaster, severe disaster, and special disaster. 1 Scope Grade of snow disaster in pastoral areas This standard specifies the definition and level of disasters in China's pastoral areas. This standard applies to the investigation, statistics, evaluation and release of disasters in China's pastoral areas. 2 Terms and definitions This standard adopts the following definitions. Snow disaster of pastoral areas GB/T20482—2006 A natural disaster caused by excessively thick snow accumulation and long duration, which buries pasture grass and prevents livestock from grazing normally, leading to the death and death of a large number of livestock in pastoral areas. depthot Depth of snow accumulation perpetualsnow Vertical depth from the surface of snow to the ground. Unit: centimeters (cm) 2.3 Average height of graze Layeragc height of graze Grassland group species or Centimeters (cm). The average natural height of dominant species of pasture, that is, the natural vertical height from the ground to the top of the grass layer. Unit: perpetual days of snow duration Snow accumulation on the ground is stable Unit: days (d). Number of consecutive days. The unit is %3Grade of snow disaster in pastoral areas The grade of snow disaster in pastoral areas is determined based on three factors: degree of snow covering graze, number of days of snow accumulation and ratio of snow area. The disaster level is divided into four levels: light disaster, moderate disaster, severe disaster and extremely severe disaster (see Table 1). Appendix A is the disaster situation. To measure the snow depth, use a common ruler. Representative locations and relatively average areas should be selected for measurement. At 08:00 on the day of snow depth observation, insert the ruler vertically into the ground surface at the observation location and read the snow depth in centimeters. Decimals should be rounded off. Three measurements should be made for each observation and the average value should be calculated. 2 A.1 Minor disaster Appendix A (Informative Appendix) Disaster situation GB/T20482—2006 Affects the feeding of cattle, has little impact on sheep, and has no impact on horses. The death of livestock is less than 50,000 heads. 2 Moderate disaster Affects the feeding of cattle and sheep, has little impact on horses, and the death of livestock is between 50,000 and 100,000 heads. A,3 Severe disasters Affect the food supply of various livestock, with large losses of cattle and sheep, and deaths, with livestock deaths ranging from 100,000 to 200,000. A.4 Extreme disasters Affect the food supply of various livestock. If not properly prevented, it will cause the death of a large number of livestock, with livestock deaths exceeding 200,000.
