This standard specifies the terms and definitions, training targets, training institutions, training venues and facilities, practitioners, teaching staff, training teaching, training assessment, continuing training, training files, training evaluation and training improvement of nursing care workers and their teachers. This standard applies to nursing care workers and their teachers. Normative references

Aged care workers
Service personnel who take care of and provide nursing care for the elderly. 3.2
Trainers of aged care workers Personnel who have received special education and training, have professional theoretical knowledge, practical operation and teaching skills related to aged care, and are able to undertake the training of aged care workers.

Vocational training
Educational and training activities aimed at cultivating and improving the professional capabilities of aged care workers and teachers. 3.4

Educational and training activities for aged care workers and teachers to meet their needs of obtaining job qualifications before taking up their posts. 3.5
Professional quality

The inherent norms and requirements of the elderly care profession are the comprehensive qualities manifested in the elderly care profession, including professional ethics, professional skills, professional behavior, professional style and professional consciousness. 3.6
Daily care
Provide services such as diet, excretion, sleep, and cleaning care for the elderly. 3.7
Fundamental nursing
Provide the basic theories, basic knowledge and basic skills of medication care, hot and cold application, body care, emergency rescue, hospice care, disinfection and protection, nursing assessment, nursing plan, nursing intervention, environmental design, and technological innovation for the elderly. 3.8
Rehabilitation nursing is a nursing process based on rehabilitation and nursing science, which trains and retrains the disabled or incapacitated elderly to reduce the inconvenience caused by the disability factors, so as to maximize their ability to move, achieve the effect of being able to take care of themselves in basic life and re-participate in social activities. 3.9
Psychological nursing is a nursing process guided by the theory of psychology, based on good interpersonal relationships, using psychological methods, through verbal and non-verbal communication, to change the negative psychological state and behavior of the elderly, promote rehabilitation or maintain health. 3.10
The culture of support is the ideological concepts, social ethics, value orientation and institutional norms in the provision of material support, life care, spiritual comfort and other elderly care resources by families or society.
Smart care for theaged Smart care for theaged uses information technology and other modern scientific and technological technologies to support the elderly's life services and management in all aspects, including daily life, security, medical care, health rehabilitation, entertainment and leisure, learning and sharing. It automatically monitors, warns and actively handles information related to the elderly, and realizes friendly, autonomous and personalized intelligent interaction between these technologies and the elderly. 3.12
Health management Older Health Management Comprehensively evaluates, analyzes and intervenes in the health of the elderly, prevents the occurrence and development of various diseases, and maintains and promotes the health of the elderly.
4 Training targets
4.1 Elderly care workers
4.1.1 Personnel engaged in or preparing to engage in elderly care work have a junior high school education or above. 4.1.2 Elderly care workers who need to improve their professional level and elderly care capabilities DB33/T2001—2016
4.1.3 Elderly care workers of various professional levels who need to participate in training according to the training requirements to be met in applying for professional appraisal in the "National Occupational Standards for Elderly Care Workers".
4.1.4 Other persons who take care of the elderly at home. 4.2 Nursing teachers
4.2.1 Lecturers and teachers with professional titles above 2 years of teaching experience in relevant occupations in various colleges or training institutions. 4.2.2 Senior technical personnel with relevant technical level and language expression ability in vocational skills training institutions for nursing staff. 4.2.3 Nursing staff who have been engaged in the nursing profession for 5 years or more or nursing staff who have achieved results in national and provincial nursing skills competitions.
5 Training institutions
5.1 Nature of institutions
5.1.1 An independent legal entity or a legal person that can undertake the training of nursing staff and their teachers.
2 Relevant colleges or training institutions that have teachers, venues, facilities and equipment, and teaching and training experience that meet the requirements of this specification. 5.2 Qualifications
5.2.1 Training institutions apply for training qualifications on their own. 5.2.2 Comply with the regulations of relevant government departments and have the ability to train no less than 200 people per year. 5.3 Management system
5.3.1 Have a teacher management system, a student management system, a teaching management system, a teaching facility and equipment management system, and a file management system. 5.3.2 Have a training plan, training procedures, training organization and evaluation and assessment system. 5.3.3 Have a financial management system and a health and safety management method. 6 Training venues and facilities
6.1 Theoretical training venues and facilities
6.1.1 The average area per student is no less than 3m2, and the area of ​​each room is no less than 60m2. The total area meets the needs of the training scale. 6.1.2 It should be neat, clean and safe; it should be fully equipped with multimedia audio-visual teaching equipment, including computers, Internet ports and cables, projectors, and sound amplification equipment; if conditions permit, recording and video equipment can be installed. 6.2 Skill operation training venues and facilities
6.2.1 The average area per trainee is not less than 6m2, and there are at least 120m2 of skill operation training venues, and the total area meets the needs of the training scale. 6.2.2 It should be neat, clean, and safe, and convenient for interactive teaching, demonstrations, scenario simulations and other activities. 3

6.2.3 The equipment of special general-purpose equipment, devices and articles in skill operation training classrooms shall comply with the requirements of the "Basic Standards for Training Bases and Appraisal Stations for Elderly Care Workers (Trial)" 6.3 Training office space and facilities
6.3.1 A service reception place suitable for the scale of training should be set up. 6.3.2 All kinds of articles and facilities in the reception service place should be clean and orderly, and they should be disinfected and maintained regularly. 6.4 Accommodation and dining places
6.4.1 For enrolling students who stay in the accommodation, the accommodation and dining places should comply with the regulations of the public security, environmental protection, fire protection, health and other relevant departments. 6.4.2 Accommodation and dining conditions can meet the needs of the training scale 7 Practitioners
7.1 Meet the needs of the training scale.
7.2 Full-time or part-time administrative personnel must be familiar with the national and provincial training policies and laws and regulations, and there must be no less than 1 person. 7.3 Full-time or part-time financial personnel must have financial management experience and accounting qualification certificates, and there must be no less than 1 person. 7.4 There must be no less than 1 full-time or part-time logistics personnel. 8 Teaching Staff
8.1 Professional Quality
8.1.1 Love the cause of elderly care education, have good professional ethics, and abide by basic professional codes. 8.1.2 Have rich basic knowledge, professional knowledge and solid professional skills of elderly care. 8.2 Qualification Requirements
8.2.1 The requirements for teachers who train elderly care workers of various professional levels are as follows: 1. Teachers who train level 5 (primary) elderly care workers should have a level 3 (senior) professional qualification certificate for this profession or intermediate and above professional and technical positions in related majors: 2. Teachers who train level 4 and level 3 (intermediate and senior) elderly care workers should have a level 2 (technician) professional qualification certificate for this profession or senior professional and technical positions in related majors: 3. Teachers who train level 2 (technicians) elderly care workers should have a level 2 (technician) professional qualification certificate for this profession for 3 years or more or senior professional and technical positions in related majors for 3 years or more. 8.2.2 The requirements for teachers who train elderly care teachers are as follows: 1. Hold a teacher qualification certificate for the industry issued by relevant government departments; 2. Have a professional technician qualification certificate for this profession for 3 years or more, or have a senior professional and technical position qualification for related majors (medicine, nursing, management, sociology, etc.) for 3 years or more; 3. Have been engaged in education or training for 2 years or more. 8.3 Teachers' number allocation
8.3.1 There must be more than 4 full-time training teachers, and theoretical teachers and skill operation instructors should be equipped according to actual needs. 8.3.2 The number of external teachers is determined according to the scale of training. 4
9 Training and teaching
9.1 Teaching plan

9.1.1 The training objectives should meet the needs of the development of elderly care, and cultivate elderly care talents with good professional ethics and solid elderly care theoretical foundation, professional knowledge and professional skills. 9.1.2 Formulate scientific and reasonable teaching syllabus and assessment syllabus 9.1.3 Training materials shall be compiled and selected according to the training content, and shall reflect the teaching objectives and course characteristics. 9.1.4 The training content of nursing home caregivers and their teachers shall be graded according to the occupational level, and shall be progressive in sequence, and shall be matched with the teaching objectives, forms and certain conditions.
9.2 Curriculum Setting
9.2.1 Develop courses according to the teaching syllabus, training content of basic knowledge of nursing home caregivers (see Appendix A for details): training content of nursing home caregivers of various occupational levels (see Appendix B for details): training content of nursing home care teachers (see Appendix C for details): training proportion table of nursing home care teachers (see Appendix D for details).
9.2.2 The training hours for nursing care workers of each occupational level (each standard hour is 45 minutes to 50 minutes) are as follows: 1. The training hours for nursing care workers of level 5 (primary) shall not be less than 180 standard hours: 1. The training hours for nursing care workers of level 4 (intermediate) shall not be less than 150 standard hours; 2. The training hours for nursing care workers of level 3 (senior) shall not be less than 120 standard hours: 3. The training hours for nursing care workers of level 1 and 2 (technician) shall not be less than 90 standard hours. 4. The training hours for nursing care teachers shall not be less than 90 standard hours. 5. Training assessment
10.1 Assessment method
10.1.1 The nursing care workers are divided into theoretical knowledge examination and skill operation examination, and the examinations are all implemented on a 100-point system. 6. In addition to theoretical knowledge examination and skill operation examination, nursing care teachers are also required to take teaching ability test, and the examinations are all implemented on a 100-point system. 10.2 Ratio of examiners to candidates
10.2.1 The ratio of examiners to candidates for the theoretical knowledge test is 1:25, and there are no fewer than 2 examiners in each standard classroom. 10.2.2 The ratio of examiners to candidates for the skill operation test is 1:10, and there are no fewer than 3 examiners. 10.2.3 The examiners and candidates for the teaching ability test shall be assessed face to face, with one candidate tested each time, and no fewer than 3 examiners.
10.3 Assessment time
The theoretical knowledge test time is 90 minutes: the skill operation test time is no less than 30 minutes; the teaching ability test time is no less than 20 minutes. 10.4 Assessment results
10.4.1 Those who score 60 points or above in both the theoretical knowledge test and the skill operation test of nursing care workers will be awarded a training certificate issued by the training institution.
10.4.2 Those who pass the theoretical knowledge test, skill operation test and teaching ability test for elderly care teachers with scores of 60 points or above will be awarded the elderly care teacher qualification certificate issued by the training institution. 5
Continuing training
11.1 After passing the training, continue to receive training every two years to continuously update knowledge and skills. 11.2 Establish a continuing training management system and registration manual, and register credits after each training. Training files

Establish training files, training management files and training knowledge reserve files for trainees in training institutions. The management period of various files shall be implemented in accordance with the Archives Law of the People's Republic of China.

Pass rate of trainees after training;
