Adopting the internationally accepted method of formulating standards by citing standards can not only avoid repeating the content that has been specified, reduce the length of standard documents, but also avoid errors caused by repeating the content that has been specified. In order to meet the needs of formulating and implementing standards in my country, especially the urgent need to adopt international standards and foreign advanced standards, this standard stipulates the basic principles, requirements and specific expression methods of citing standards. Thus, it provides a national unified technical basis for citing standards.
GB/T1 includes three units under the general title of "Guidelines for Standardization Work": Unit 1: Standard content and expression rules; Unit 2: Methods for determining the content of standards"; Unit 3: Technical work procedures. Each unit includes several independent parts. This standard is an independent part of Unit 2: Methods for determining the content of standards. 3 Definitions

5 Principles and general requirements for citing standards
5.1 The provisions contained in the standard constitute the provisions of the standard or regulation by citing it in the standard. 5.2 Quotation of standard content:
5.2.1 When citing the entire standard, it cannot contradict the requirements of the referenced standard. When citing part of the standard content, it must be guaranteed to be complete and cannot be arbitrarily selected. For example, when citing the "inspection rules" of a certain standard, you cannot only quote a few of them; for the "optional requirements" in the standard (see 3.3), you should choose to quote according to the applicable situation.
5.2.2 When citing specific chapters and articles of a standard, you must use the method of citing the standard with annotated date. 5.3 When citing superior standards, enterprise standards can use the method of citing the standard with annotated date. If the cited standard is revised, the enterprise standard should be revised in time and the relevant technical documents should be modified. 5.4 When revising or reviewing standards or regulations that use the method of citing the standard with annotated date, you should check whether the cited standard is applicable. Universal reference is mainly used in regulatory documents, general specifications, etc., where many standards need to be referenced, but it is not appropriate to list them in detail in the text (they can be listed in the appendix, specific documents or sub-specifications).
