1 Scope
Business Planning Evaluation Standard
SB/T10411—2007
This standard specifies the evaluation indicators, evaluation criteria, evaluation methods and evaluation procedures for business planning organizations, planners, planning projects and planning cases.
This standard applies to planning organizations and planners that are legally registered in the People's Republic of China and engage in business planning activities, and the evaluation of their planning projects and planning cases. 2 Terms and Definitions
The following terms and definitions apply to this standard. 2.1
Planning and Design
Planning is a creative social activity process that aims to achieve a certain goal, based on sufficient investigation and research, follow the laws of the development of things, systematically and comprehensively create, conceive and plan the future development of things, formulate and select feasible implementation plans that reasonably achieve the expected goals, and put them into practice.
Planning Services Design Services
Planning services refer to professional planning organizations (planning personnel) providing customers with planning research, planning copywriting, planning content, implementation guidance, and consulting services.
Business Activities Business Mobilization
Business activities refer to an organized activity that converts social resources into products and services for the purpose of profit. 2.4
Business Planning Business Design
Business Planning refers to planning activities based on business activities. 2.5
Creativity
Creativity refers to creative ideas and concepts. It is a way of thinking that breaks through the conventional way of thinking to think and imagine the problem in an overall way.
3 Evaluation indicators
3.1 The evaluation indicators of business planning organizations shall be implemented in accordance with Appendix A. 3.2 The evaluation indicators of business planning personnel shall be implemented in accordance with Appendix B. 3.3 The evaluation indicators of business planning projects shall be implemented in accordance with Appendix C. 3.4 The evaluation indicators of business planning cases shall be implemented in accordance with Appendix D. 4 Evaluation criteria
4.1 Business planning evaluation shall be based on the purpose of reflecting strong social responsibility, good professional ethics and significant economic benefits, and shall be implemented by a special evaluation organization.
4.2 The objects of business planning evaluation shall be organizations and individuals who love the motherland and abide by laws and regulations. 1

4.3 The projects and cases of business planning evaluation shall be legal, healthy and in line with the basic principles of social and economic order. 4.4 The evaluation of business planning evaluation shall focus on the evaluation of creativity. 5 Evaluation method
5.1 The evaluation of business planning organizations, planning personnel, planning projects and planning cases shall adopt a scoring system. 5.1.1 The scoring of business planning organizations shall be carried out in accordance with the provisions of Table A.1 in Appendix A. 5.1.2 The scoring of business planning personnel shall be carried out in accordance with the provisions of Table B.1 in Appendix B. 5.1.3 The scoring of business planning projects shall be carried out in accordance with the provisions of Table C.1 in Appendix C. 5.1.4 The scoring of business planning cases shall be carried out in accordance with the provisions of Table D.1 in Appendix D. 5.1.5 Those with a score of 85 points or above for the above items shall be rated as excellent; those with a score of 60 points but less than 85 points shall be rated as qualified; those with a score less than 60 points shall be unqualified. 5.2 The evaluation activities of business planning organizations, planning personnel, planning projects and planning cases shall be carried out under the reviewer system. 5.2.1 The evaluation of business planning shall be implemented by the reviewers. 5.2.2 The reviewers shall be subject to the qualification access system. Only those who have passed the business planning reviewer qualification certification training, passed the examination and obtained the reviewer qualification certificate can serve as reviewers.
5.3 The scope of selection of assessors mainly includes management agencies at all levels of the planning industry, relevant industry associations, planning research institutions, relevant majors of colleges and universities, and people with rich planning experience in related fields. 5.4 The participation of business planning organizations, planning personnel, planning projects and planning cases in customer evaluation activities adopts the industry recommendation system. 5.4.1 All organizations and individuals who are legally registered in the People's Republic of China and engaged in business planning activities have the right to apply to participate in business planning evaluation activities.
5.4.2 All organizations and individuals who apply to participate in business planning evaluation activities must apply to the local planning industry management department or relevant associations. After preliminary qualification identification and screening, they will be summarized to the (provincial) industry association in the region, and the (provincial) industry association in the region will uniformly recommend them to the special business planning evaluation agency. 5.4.3 Business planning organizations and individuals can also conduct self-evaluation with reference to this standard. 6 Evaluation Procedure
6.1 Evaluation Announcement
A special evaluation organization will issue an announcement on business planning evaluation activities and stipulate the details of the evaluation activities. 6.2 Submit application
The organization or individual applying for the review shall fill in the application form and submit it together with the relevant materials to the local planning industry management department or industry association.
6.3 Qualification review
The local planning industry management department or industry association shall collect the information of all applicants in the region and submit it to the provincial business planning industry association. The provincial business planning industry association shall conduct qualification review of applicants according to the business planning evaluation activity rules and submit the materials of qualified applicants to the special review organization. 6.4 Formal review
The reviewer shall conduct the evaluation according to the review activity rules formulated in this standard, as well as the submitted questionnaires and review materials. 6.5 Review results
The review results shall be announced by the special review organization. 2

Evaluation Indicators and Scoring Standards for Business Planning Organizations SB/T10411—2007
This standard specifies 25 specific evaluation indicators for business planning organizations. The description of each indicator and the corresponding scoring standards are as follows: A.1 Material resources
A.1.1 Office space
Own a fixed, formal office space, and the office use area is not less than 30m2. A,1.2 Office equipment
Provide necessary office conditions for planners, among which the information-based office equipment reaches a high configuration level, and focuses on guaranteeing the use of planners.
A.1.3 Organization website
Establish a website with an Internet domain name, rich content, and good operation, which can realize interactive communication with customers. A.1.4 Internal network
Provide convenient and effective Internet access and internal communication conditions for planners. A.2 Knowledge resources
A.2.1 Human resources
There should be a reasonable allocation of planning human resources, with a total number of full-time planners of no less than 3, no less than 1/3 of them having obtained the professional qualification of business planners, and a reasonable structure of full-time and part-time planners. A,2.2 Expert consultants
Employ experienced external experts as consultants for planning business to guide and help the operation of the enterprise's planning business. The ratio of the number of experts to full-time planners should be relatively reasonable. A.2.3 Brand resources
Establish your own brand, enhance the brand's popularity and reputation, and have a certain social influence. A.2.4 Literature
Effectively preserve various literature generated in the process of planning business and provide them for future use. A.2.5 Database resources
Have certain database resources to directly serve the planning business, which can be self-built and purchased in different ways. At the same time, a database should be built for internal employee knowledge exchange, accumulation of employee knowledge and experience, and precipitation of planning project data and experience. A.3 Management Capability
A.3.1 Management System
Establish a sound and reasonable internal management system, including administrative management, financial management, project management, assessment and incentive, knowledge management and confidentiality management systems.
A.3.2 Project Management
Have the ability to manage planning projects, including time management, standard management, document management, quality management and other aspects. A.3.3 Knowledge Management

Establish a cultural atmosphere with cohesion, advancement and vitality, which employees can deeply understand and reflect in their work, forming a good organizational image.
A.4 Service Capability
A.4.1 Service Specifications
Planning service specifications should be formulated and published, including whether the service process is clear, whether the service price is transparent, whether the service content and method are easy to understand, etc.
A.4.2 Service Scope
Organizations are encouraged to focus on a certain industry scope and be able to provide customers with professional business planning services. A.4.3 Customer Relationship
Regularly communicate and exchange with customers. Implement customer relationship management, build a customer relationship management system, and conduct customer satisfaction surveys. A.4.4 Internationalization of Services
Achieve international integration, strengthen exchanges with the international planning industry, and follow international industry standards. A.4.5 Social Responsibility
Have a sense of social responsibility, and planning activities should be based on the fundamental requirement of promoting the healthy and sustainable development of society, economy, and culture. A.5 Planning Performance
A.5.1 Number of Projects
The number of business planning projects completed by the business planning organization each year. A.5.2 Project scale
The scale of the business planning project. The project scale is calculated according to the project contract. Projects below 100,000 yuan are small projects, projects between 100,000 yuan and 300,000 yuan are medium-sized projects, and projects above 300,000 yuan are large projects. A.5.3 Planning benefits
The direct or indirect economic benefits that the business planning organization brings to customers through planning activities. A.5.4 Planning influence
The social influence or industry response of the business planning organization. A.5.5 Customer satisfaction
The satisfaction of customers with the business planning services provided by the business planning organization. A.6 Scoring criteria
