3.1 Product unit output energy consumption quota is formulated for energy accounting units, with qualified product units as accounting units. Energy consumption limit.

4.1.2 Comprehensive energy consumption quotas for unit output of products Quota refers to the comprehensive energy consumption limit determined in accordance with the provisions of GB2589 when producing qualified products per unit.
4.1.3 Product unit output comparable energy consumption quota, based on the comparable factors affecting product unit output energy consumption in order to achieve product energy consumption comparability in the cylinder industry, the comparable product unit output energy consumption quota is formulated. 4.2 Product unit output energy consumption quota includes three types: product unit output direct energy consumption quota, product unit output enterprise energy consumption quota and product unit output energy consumption supply quota. 4.2.1 Product The direct energy consumption quota per unit of output is the energy consumption limit per unit of product formulated for the main production system. 4.2.2 The enterprise energy consumption quota per unit of product output is the energy consumption limit per unit of product formulated for the enterprise production system including the main production system, auxiliary production system and ancillary production system. 4.2.3 The energy consumption supply quota per unit of product output refers to the energy consumption quota per unit of product output during the planned statistical period. The use of energy consumption quotas per unit of product output 5.1 The energy consumption quota per unit of product output is the main basis for measuring the energy consumption technology level of production products. 5.2 The energy consumption quota per unit of product output is the main indicator for the state to assess the energy economic benefits and energy management level of regions, industries and enterprises. This quota can use single energy consumption indicators and comprehensive energy consumption indicators at the same time, or use one of the indicators alone. 5.3 The energy consumption quota per unit of product output is the main basis for formulating production plans and energy supply plans, and is the control figure for the purchase, management and allocation of national energy supply and enterprise energy plans. This quota only uses single energy consumption indicators. 5.4 All industries and regions should use the degree of reaching the comprehensive energy consumption quota of enterprises or certain single energy consumption quotas as the main basis for energy conservation and over-fines of enterprises.
5.5 All industries and regions should use the comprehensive energy consumption quota of enterprises under comparable conditions or the level (advanced level) and degree of achievement based on such single energy consumption quota as the seven key measurement standards for enterprise energy grading and upgrading. 5.6 All units that have formulated quotas should compare the actual energy consumption with the energy consumption quota to calculate the energy saving and energy saving rate, and include them in the enterprise energy statistical reporting system:
6 Detailed formulation of energy consumption quota per unit output of products 6.1 Principles of formulation: The formulation of energy consumption quotas should comply with the principles of scientific rationality, encouraging advanced, spurring backwardness and simplicity and practicality, and should promote scientific energy management and rational use of energy and promote technological progress on the basis of ensuring product quality, safety and environmental protection requirements. 6.2 The basis for formulating the energy consumption quota per unit of output of products: a. In order to scientifically conduct the revision, it is required to analyze each major factor affecting energy consumption and express its degree of influence with a numerical relationship. 7 Procedures and approval for the formulation of energy consumption quotas per unit of output of a product 7.1 Energy management authorities at all levels shall stipulate that products that require assessment and monitoring of energy consumption shall formulate quotas for energy consumption per unit of output of a product, and implement hierarchical management by industry, department, and region from top to bottom. 7.2 The energy consumption quota per unit of product production shall be formulated by the competent department of the industry, and after soliciting the opinions of the energy accounting units, it shall be submitted to the superior for review and filing, and then issued for implementation.
7.3 The energy accounting units (units) shall decompose and implement the issued energy consumption quota to the lower-level energy-saving units (units). 7.4 The quota change may be proposed by the energy-consuming unit (unit) or the competent department. After re-verification according to the procedures of 7.2 and 7.3, the new energy consumption quota shall be implemented from the next statistical year. 7.5 The energy consumption supply quota shall be reported by the enterprise to the competent department and the energy supply department every year, and shall be issued after review and approval by the relevant departments.6 The competent department shall conduct regular review and certification of the implementation of energy consumption quotas.
