The following terms and definitions shall apply to this document
Localized program broadcasting
Local meteorological departments shall broadcast local programs on the China Weather Channel that has been established
4 Technical system requirements
4.1 System functions and composition
4.1.1 The system shall be able to regularly superimpose automatically generated programs on the China Weather Channel.
4.1.2 The system shall include hardware system, software system and data access This standard was drafted in accordance with the rules given in GB/T1.1-2009
This standard replaces QX/T146-2011 "Provincial Program Insertion of China Meteorological Channel". Compared with QX/T146-2011, the main technical changes except editorial changes are as follows:
The name of the standard is changed to "Implementation Specifications for Localized Program Broadcasting of China Weather Channel";
The scope of this standard is modified (see Chapter 1, Chapter 1 of the 2011 edition);
The normative references of GY/T165-2000 and QX/T145-2011 are deleted (see Chapter 2 of the 2011 edition);
The normative references of QX/T278 are added (see Chapter 2);
Terms and definitions such as "provincial program insertion", "digital broadcast channel", "local insertion program" and "graphic program" are deleted (see Chapter 3 of the 2011
edition);
The term and definition of "localized program broadcasting" are added (see 3.1);

4.1 System Functions and Composition
4.1.1 The system should be able to regularly superimpose automatically generated programs on the China Weather Channel. 4.1.2 The system should include hardware system, software system and data access. 4.2 Hardware System
Audio and Video System
The China Weather Channel signal can be transmitted to the local program broadcasting unit through local cable transmission or local satellite reception, and the local program can be broadcast through the audio and video system. The broadcast signal should be transmitted back to the local cable and realize local low-code stream recording and monitoring. The structure of the audio and video system is shown in Figure 1.

Main and backup synchronization signals should be distributed to the four-choice switcher, the frame synchronizer and the main and backup automatic text and image broadcasting servers after being output through synchronization switching. The structure of the synchronization system is shown in Figure 2.

The transmission path should include the optical fiber link interconnected with the local cable and the backup satellite signal receiving link installed by the local meteorological bureau. 4.2.5 Emergency broadcast

4.3.1 Editing
According to the scheduled broadcast schedule, the program templates are combined in the order of the broadcast to form a program list. 4.3.2 Review

Data access
Data access should follow the following principles:
Data security principle: the meteorological data received should be the operational data of the meteorological department; Data consistency principle: the format of the meteorological data received should remain consistent; Data continuity principle: the meteorological data received should be able to be supplied to the local broadcast system on time and uninterruptedly; Data accuracy principle: the content of the meteorological data received should be complete and accurate. d)
4.4.2 The access process is shown in Figure 4. It should specifically comply with the following: a)

b) Preprocessing: Standardize meteorological data in accordance with the principle of data consistency; c)
Data analysis: Analyze the data to form meteorological data that can be identified and matched by the localized program broadcasting system; Data review: Review the integrity and accuracy of the meteorological data broadcast and correct erroneous data; Automatic matching of data graphics and text: The data interface preset in the program template automatically matches the reviewed data and regularly updates the program meteorological information.

Program content should include important weather monitoring, forecast and warning information, follow-up reports on disastrous weather, meteorological disasters and their impacts, meteorological science popularization, professional meteorological service content, etc.
5.1.2 Meteorological Information Release Requirements
5.1.2.1 The release of meteorological forecast and warning information should be carried out in accordance with local laws and regulations on meteorological disaster prevention. 5.1.2.2 The index and professional forecast products released by the program should be consistent with the meaning of the products of the same name released by China Weather Channel. 5.1.2.3 The live information in the program should broadcast the data updated in the last hour. 5.1.2.4 The forecast and live information in the program should indicate the release time. 5.1.2.5 In the event of a major meteorological disaster, in an emergency, rolling subtitles, additional video windows, or even interrupting normal broadcasting should be used to quickly broadcast warning information and related prevention knowledge, and increase broadcast content in a timely manner. 5.2 Program packaging
5.2.1 The basic program packaging should use the unified template of China Weather Channel, mainly including basic elements such as graphic background, opening trailer and music, weather symbols, font size and color.
