Some standard content:

GB16715.5-1999
In order to protect agricultural production, safeguard the interests of seed producers, operators and users, and at the same time, to promote my country's seed quality standards to be in line with international standards as much as possible, the quality standards for leafy vegetable seeds are revised to regulate seed production, processing and operation and ensure seed quality. This standard is based on extensive sampling inspections and tests on the quality of leafy vegetable seeds in my country, and refers to the quality standards for seeds of this crop formulated by some advanced countries or relevant institutions in the world. The quality standards for celery, spinach and lettuce seeds in GB8079-1987 "Vegetable Seeds" are revised. The parameters of the revised leafy vegetable seed quality standards still include variety purity, seed cleanliness, germination rate and moisture. The quality standards for leafy vegetable seeds are not graded, and each of the four parameters is set as an indicator. The original seed purity indicator refers to relevant international standards. This standard is proposed by the Ministry of Agriculture of the People's Republic of China. This standard is under the jurisdiction of the National Technical Committee for Standardization of Crop Seeds. The drafting organizations of this standard are: National Agricultural Technology Extension Service Center, Hubei Seed Station, Sichuan Seed Station, Inner Mongolia Autonomous Region Seed Station, and Beijing Vegetable Seed Quality Supervision, Inspection and Testing Center of the Ministry of Agriculture. The main drafters of this standard are: Li Jiayi, Liu Hanzhen, Su Xiu, Hou Hongli, and Li Xiuqing. The interpretation of this standard is entrusted to the National Agricultural Technology Extension Service Center of the Ministry of Agriculture. 51

The purity index of the variety is used as the basis for dividing the seed quality level. If the purity does not meet the original seed index, it will be downgraded to a good seed. If it does not meet the good seed index, it will be an unqualified seed.
One index is set for each of purity, germination rate and moisture. If one of the indexes does not meet the index, it will be an unqualified seed. When comparing the measured values of purity, clarity and germination rate with the specified values in the standard, the allowable error used for comparison with the specified values in GB/T3543.1~3543.6-1995 will not be implemented for the time being. 53
