1 Scope
Quarantine pests
Procedures for reporting, publishing and lifting quarantine pests
This standard specifies the procedures and requirements for reporting, publishing and lifting quarantine pests. This standard applies to the reporting, publishing and lifting of quarantine pests by the government. 2 Terms and definitions
The following terms and definitions apply to this standard. 2.1
Quarantine pests

Harmful organisms that are of potential economic or ecological importance to the area threatened by them, but have not yet occurred in the area, or have occurred but are not widely distributed, and have been confirmed by the competent government departments. In this standard, it refers to agricultural, forestry, and inbound and outbound plant quarantine pests. 2.2
Pesticide situation
In this standard, it refers to the situation where the occurrence or spread of quarantine pests causes harm or threats to agricultural and forestry production safety, ecological security and human life and health.
Pest risk analysisPest risk analysisThe process of evaluating whether a pest is a quarantine pest and the possibility of its transmission to humans and the intensity of plant quarantine measures to be taken for this purpose.

3.1 List
3.1.1 The inspection and quarantine department of the State Council organizes experts from agriculture, forestry, entry and exit plant quarantine agencies, national scientific research institutes, and colleges and universities to propose the "Preliminary List of Quarantine Pests for Inbound Plants" 1

. 3.1.2 The agricultural department of the State Council organizes relevant experts from relevant scientific research institutes, colleges and universities and plant quarantine agencies to propose the "Preliminary List of Agricultural Plant Quarantine Pests", "Dangerous Pests Prohibited from Being Carried When Introducing Plant Seedlings", and "Preventing the Transmission of Dangerous Pests by Transporting Plants and Plant Products".
3.1.3 The forestry department of the State Council shall organize relevant experts from relevant scientific research institutes, colleges and universities, and plant quarantine institutions to propose a preliminary list of "forestry plant quarantine pests", "dangerous pests that are prohibited from being carried when introducing forest tree seedlings", and "dangerous pests that are prevented from spreading when transporting forest plants and their products". 3.1.4 The agricultural and forestry departments of each province (autonomous region, municipality directly under the central government) shall organize relevant experts from relevant scientific research institutes, colleges and universities, and plant quarantine institutions to propose a preliminary list of supplementary agricultural and forestry plant quarantine pests in their province (Baiqia District, municipality directly under the central government). 3.2 Risk Analysis
3.2.1 The agricultural, forestry, and inspection and quarantine departments of the State Council shall organize relevant experts to conduct pest risk analysis on the species in the preliminary lists listed in 3.1.1.3.1.2 and 3.1.3, and propose a draft for comments based on the conclusions of the risk analysis. 3.2.2 The agricultural and forestry authorities of each province (autonomous region, municipality directly under the Central Government) shall organize relevant experts to conduct pest risk analysis on the species in the preliminary list listed in 3.1.4, and propose a draft for comments based on the conclusions of the risk analysis. 3.3 Comments
3.3.1 The "List of Quarantine Pests for Imported Plants" shall be subject to the opinions of the agricultural and forestry authorities of the State Council and shall be notified to the WTO Secretariat. 3.3.2 The "List of Quarantine Pests for Agricultural Plants", the "List of Dangerous Pests Prohibited from Carrying When Introducing Plant Seedlings", and the "List of Dangerous Pests for Transporting Plants and Plant Products to Prevent the Spread" shall be subject to the opinions of the agricultural authorities of each province (autonomous region, municipality directly under the Central Government); 3.3.3 The "List of Quarantine Pests for Forestry Plants", the "List of Dangerous Pests Prohibited from Carrying When Introducing Forest Tree Seedlings", and the "List of Dangerous Pests for Transporting Forestry Plants and Their Products to Prevent the Spread" shall be subject to the opinions of the forestry authorities of each province (autonomous region, municipality directly under the Central Government).
3.3.4 The "Supplementary List of Quarantine Pests for Agricultural Objects" and "Supplementary List of Quarantine Pests for Forestry Plants" of each province (autonomous region, municipality directly under the Central Government) shall be consulted with the agricultural and forestry authorities at all levels in the province (autonomous region, municipality directly under the Central Government). 3.4 Determination and promulgation of the list
3,4,1 The agricultural, forestry, inspection and quarantine authorities of the State Council and the agricultural and forestry authorities of each province (autonomous region, municipality directly under the Central Government) shall handle the feedback respectively and organize relevant experts to discuss the list after soliciting opinions. 3.4.2 The agricultural, forestry, inspection and quarantine authorities of the State Council shall determine the "List of Quarantine Pests for Inbound Plants" based on the opinions of the expert discussion meeting, and the agricultural authorities of the State Council shall promulgate it. 3.4.3 The agricultural authorities of the State Council shall determine and promulgate the "List of Quarantine Pests for Agricultural Plants" and the "List of Dangerous Pests Prohibited from Carrying When Introducing Plant Seedlings and the List of Dangerous Pests to Be Prevented from Spreading in Transported Objects and Plant Products" based on the opinions of the expert discussion meeting.
3.4.4 The forestry authorities of the State Council shall determine and publish the "List of Harmful Organisms for Quarantine of Forestry Plants" based on the opinions of the expert demonstration meeting. The "List of Dangerous Pests Prohibited from Carrying When Introducing Forestry Seedlings" and the "List of Dangerous and Harmful Crops to Prevent the Spread of Forestry Plants and Plant Products".
3.4.5 The agricultural and forestry authorities of provinces (autonomous regions, municipalities directly under the Central Government) shall determine and publish the "Supplementary List of Agricultural Plant Quarantine Pests" and "Supplementary List of Forestry Plant Quarantine Pests" of their provinces (autonomous regions, municipalities directly under the Central Government) based on the opinions of the expert demonstration meeting. 3. 5 Removal of species from the list
3.5.1 The removal of species from the list shall be carried out in accordance with the established procedures. 3.5.2 The removal of species from the list of quarantine pests shall meet one of the following conditions: a) The occurrence is widespread and it is meaningless to take quarantine measures to block and control the epidemic; b) Its occurrence or spread no longer poses a hazard or threat to agricultural and forestry production safety, ecological security and human life and health. 2
4 Epidemic confirmation and epidemic reporting procedures
4.1 Epidemic confirmation and epidemic reporting of introduced plant seedlings during isolated planting or separate planting GB/T 23618—2009
4,1.1 Suspected species found in the List of Quarantine Pests for Imported Plants or the List of Dangerous Pests Prohibited from Being Carried When Importing Plants and Seedlings during quarantine and isolation planting or scattered planting of imported plant seedlings shall be confirmed by the identification agency designated by the main arm of the State Council Inspection and Quarantine Department.
4.1.2 After the epidemic is confirmed, the entry and exit animal and plant quarantine agency or agricultural (forestry) plant quarantine agency responsible for quarantine supervision shall report the relevant situation to the inspection and quarantine department of the State Council and the agricultural or forestry department respectively. 4,1.3 The State Council Inspection and Quarantine Department and the agricultural or forestry department of the State Council shall respectively inform the entry and exit animal and plant quarantine agencies at all levels and the agricultural or forestry plant quarantine agencies at all levels to strengthen the port quarantine and quarantine supervision during the planting period of such imported plant seedlings: 4.2 Confirmation and reporting of initial epidemics
4.2.1. The species in the List of Agricultural Plant Quarantine Pests and the List of Forestry Plant Quarantine Pests found for the first time in the county-level administrative region shall be verified and confirmed by the agricultural and forestry plant quarantine agencies of the province (autonomous region, municipality directly under the central government) or their designated agencies: the county-level agricultural and forestry plant quarantine agencies shall be responsible for reporting to the local agricultural and forestry administrative departments, and report to the municipal and provincial agricultural and forestry plant quarantine agencies step by step.
4.2.2 The species in the List of Agricultural Plant Quarantine Pests and the List of Forestry Plant Quarantine Pests found for the first time in the province (autonomous region, municipality directly under the central government) shall be finally identified and confirmed by the agricultural or forestry authorities of the State Council or their designated agencies. The agricultural and forestry plant quarantine agencies of the province (autonomous region, municipality directly under the central government) shall be responsible for reporting to the local agricultural and forestry administrative departments and the agricultural and forestry authorities of the State Council. 4.2.3 The species on the “List of Quarantine Pests for Imported Plants” discovered by the exit-entry plant quarantine agency for the first time shall be confirmed by the agency designated by the inspection and quarantine department of the State Council. The exit-entry plant quarantine agency shall be responsible for reporting to the inspection and quarantine department of the State Council step by step. 4.3 Confirmation and reporting of other epidemics
4.3.1 The species on the “List of Quarantine Pests for Agricultural Plants” and “List of Quarantine Pests for Forestry Plants” distributed in the area, the “Supplementary List of Quarantine Pests for Agricultural Plants” and “Supplementary List of Quarantine Pests for Forestry Plants” of the province (autonomous region, municipality directly under the Central Government) shall be confirmed by the agricultural and forestry plant quarantine agencies of the province (autonomous region, municipality directly under the Central Government) 4.3.2 Quarantine inspection of transported plants and plant products during transit: or during quarantine re-inspection at the place of transfer, if it is found that they carry species listed in the Supplementary List of Agricultural Plant Quarantine Pests of the Transferring Province (Autonomous Region, Municipality) or the Supplementary List of Forestry Plant Quarantine Pests, or dangerous pests that the transferring province (autonomous region, municipality) requires quarantine when transferring in agricultural (forestry) plants and plant products, they shall be identified and confirmed by the agency designated by the agricultural and forestry plant inspection agency of the province (autonomous region, municipality). 4.3.3 Quarantine inspection of transported plants and plant products during transit: or during quarantine re-inspection at the place of transfer If any species listed in the Supplementary List of Agricultural Plant Quarantine Pests and the Supplementary List of Forestry Plant Quarantine Pests of the transferring province (autonomous region, municipality directly under the Central Government) or the transferring province (autonomous region, municipality directly under the Central Government) is found, or any dangerous pest species that the transferring province (autonomous region, municipality directly under the Central Government) requires quarantine when transferring agricultural (forestry) plants and plant products, the county-level agricultural and forestry plant quarantine agency at the place of discovery shall be responsible for reporting it to the agricultural and forestry plant quarantine agency of the province (autonomous region, municipality directly under the Central Government); the agricultural and forestry plant quarantine agency of the province (autonomous region, municipality directly under the Central Government) shall be responsible for notifying the agricultural and forestry plant quarantine agency of the transferring province (autonomous region, municipality directly under the Central Government), and copying it to the agricultural and forestry plant quarantine agency of the State Council. 5.1 The State Council's clothing and forestry authorities shall, based on the national quarantine pest epidemic survey results, report the epidemic situation of each province (autonomous region, municipality directly under the Central Government) 3

Report the situation and publish the epidemic information of species in the List of Quarantine Pests of Agricultural Plants, List of Quarantine Pests of Forestry Plants, List of Dangerous Pests for Preventing the Spread of Transported Plants and Plant Products, List of Dangerous Pests for Preventing the Spread of Transported Forestry Plants and Their Products.
5.2 The agricultural and forestry supervisory departments of each province (autonomous region, municipality directly under the central government) shall publish the epidemic information of species in the Supplementary List of Quarantine Pests of Agricultural Plants and the Supplementary List of Quarantine Pests of Forestry Plants according to the results of the quarantine pest epidemic investigation in their respective jurisdictions and the epidemic reports from various places.
5.3 The epidemic information published shall include the following contents:
a) Chinese name, Latin scientific name and synonym of quarantine pests b) Host of quarantine pests:
c) Name of township-level collection unit where quarantine pests are distributed, and indicate the corresponding ridge, city and county. 6.1 When quarantine pests are eradicated in their distribution area (administrative areas above the township level, the same below) by effective means, the competent department shall announce to the public that the epidemic has been lifted in that area.
6.2 See 5.1 and 5.2 for the epidemic lifting procedure. 6.3 The lifting of the epidemic shall meet one of the following conditions: a) After eradication by effective means, there are no host plants of the quarantine pests in the distribution area; b) After eradication by effective means, the quarantine pests have not been found in the epidemic monitoring surveys in the distribution area for three consecutive years. 4

5.1 The competent departments of clothing and forestry of the State Council shall announce the epidemic information of species in the List of Quarantine Pests of Agricultural Plants, the List of Quarantine Pests of Forestry Plants, the List of Dangerous Pests for the Prevention of Spread of Transported Plants and Plant Products, and the List of Dangerous Pests for the Prevention of Spread of Transported Forestry Plants and Their Products to the public based on the results of the national quarantine pest epidemic investigation and the epidemic reports of various provinces (autonomous regions and municipalities directly under the Central Government).3

5.2 The agricultural and forestry supervisory departments of each province (autonomous region, municipality directly under the Central Government) shall, based on the results of the quarantine pest epidemic investigation in their respective jurisdictions and the epidemic reports from various places, announce to the public the epidemic information of the species in the "Supplementary List of Agricultural Plant Quarantine Pests" and the "Supplementary List of Forestry Plant Quarantine Pests".
5.3 The announcement of the epidemic situation shall include the following:
a) The Chinese name, Latin scientific name and synonym of the quarantine pest; b) The host of the quarantine pest;
c) The name of the township-level collection unit where the quarantine pest is distributed, and indicate the mountain, city and county to which it belongs. 6 Procedures for lifting the epidemic situation
6.1 When the quarantine pest is eradicated in the distribution area (administrative areas above the township level, the same below) through effective means, the competent department shall announce to the public that the epidemic situation in that area has been lifted.
6.2 The procedure for lifting the epidemic situation is as follows: 5.1 and 5.2. 6.3 The epidemic situation shall be lifted if one of the following conditions is met: a) After eradication by effective means, there is no host plant of the quarantine pest in the distribution area; b) After eradication by effective means, the quarantine pest has not been found in the epidemic situation monitoring survey in the distribution area for three consecutive years. 4

5.2 The agricultural and forestry supervisory departments of each province (autonomous region, municipality directly under the Central Government) shall, based on the results of the quarantine pest epidemic investigation in their respective jurisdictions and the epidemic reports from various places, announce to the public the epidemic information of the species in the "Supplementary List of Agricultural Plant Quarantine Pests" and the "Supplementary List of Forestry Plant Quarantine Pests".
